R, MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JULY 25, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Pre - Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, July 25, 2023. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Mayor Stephen Ware, City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP and Kailah Hegler from the Western Star were present. There were Five individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JULY 25, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, July 25, 2023. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: OOP. M. with approximately fifteen individuals in the audience. 2. INVOCATION: The invocation was given by Council Member Hurliman followed by the Pledge of Allegiance. 3. PLEDGE OF ALLEGIANCE: 4. ROLL CALL Upon Roll Call, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks being present. President Wright presided over the meeting. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were present. 5. MEDIA RECOGNITION: Kailah Hegler from the Western Star was present. 6. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the July 11, 2023 Pre -Council and Council Meeting minutes and July 24, 2023 Work Session Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to adopt the meeting agenda as published but omitting Resolution Number 6602 and adding Resolution Numbers 6606 and 6607. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor welcomes everyone attending the meeting and wishes everyone enjoys the last days of summer. The Mayor discussed the inconvenience of the closure of Forest Road in front of the new Intermediate School while Jefferson County Roads Department rebuilds the road due to flooding issues. The Mayor states there are other road projects in the works. 9. No Report. d) Building and Zoning Department: Inspector Humphries - 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Debbie Kiker, Executive Director for the Hueytown Chamber of Commerce: i. The Chamber' s July Business Of The Month is City Auto Sales. ii. The next Munch and Mingle business after- hours which celebrates the Chamber' s thirty- fifth anniversary is scheduled for August 17, 2023 at Venue 3131, Hueytown. iii. National Night Out with the Hueytown Police, Fire and Public Works Departments is scheduled for August 1, 2023 at the new City Center Park. iv. The second annual Health and Wellness Expo is scheduled for August 18, 2023. v. Fitness In Park starts August 19" at 9: OOAM with Kim Dabbs, a certified instructor with thirty- four years of nursing experience and certifications. Future dates are August 26, September 9, 23, 30, October 7, 14, 21, 28 and November 4, 11 and 18, 2023. vi. Shop Local! b) Library, Carroll Rector, Reporting: i. Summer Reading Program had a total attendance of 264 attendees. Thanks to Mr. Anthony Wright for sponsoring this years program. ii. Story Time program continues in the month of August with the dates of August 10t1i and August 24, 2023. This is the last year Miss Beth will be conducting the program. iii. Reading Buddies with Miss Rebecca has added a third dog to the group. iv. The Book Club meets Thursday, 2: OOPM v. The Chicks with Sticks group is growing with the addition of two new members. vi. The Reading Classes program will be ending Thursday. There were fifteen young readers with thirteen high school tutors. The Classes have been on Tuesdays, Wednesdays and Thursdays for the month of July. There will not be fall reading classes this year. vii. The Library is open Monday through Friday, 10: 00AM to 6: OOPM. c) Hueytown Arts Council, Jake Ware Reporting: July 25, 2023 City Council Meeting Minutes Page 2 Of 7 470 i. The upcoming Movies In The Park is August 11 ' and will be held in the City Center Park on Forest Road. The rescheduled movie date is September 29, 2023. The Arts Council will be hosting a tailgate party at the City Park on September 9t' for the Alabama vs. Texas game. 12. CORRESPONDENCE a) There was no correspondence to report. 13. The motion carried unanimously. r) RESOLUTION 6604 Resolution 6604 was presented to the Council to acknowledge receipt of one - thousand Dollars ($ 1, 000. 00) to be forwarded to the Hueytown Chamber of Commerce for the Pawpalooza Event. A motion by Council Member Zinnerman was made to adopt Resolution Number 6593 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. s) RESOLUTION 6605 Resolution 6605 was presented to the Council as a Public Hearing regarding a Public Nuisance of an unsafe structure located at 111 Holly Street, Hueytown. Ms. Jennifer Harris addressed the Mayor and Council requesting forty- five ( 45) additional days to get the property settled. Ms. Harris has an appointment with an attorney July 26, 2023 to pay the bond and to obtain letters of administration. The City's Inspections Officer requests if additional time is granted; to have the structure boarded up to keep people and animals out of the structure. The Inspections Officer also requests if the structure is going to be remodeled that a Structural Engineers report will be required to be able to obtain a permit. Ms. Harris is to return to the August 22, 2023 Council Meeting with the Letters of Administration. A motion by Council Member Hurliman to return to regular order of business followed by a second to the motion by Council Member Pickens. The motion carried unanimously. t) RESOLUTION 6606 Resolution 6506 was presented to the Council to declare a Public Nuisance of an unsafe structure located at 304 Marsh Avenue, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6606 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. ORDINANCES: a) 23- 0725- 01 was removed from the Meeting Agenda. 16. EXTEND THE FLOOR TO THE PUBLIC July 25, 2023 City Council Meeting Minutes Page 6 Of 7 474 Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Patricia Smith at 329 McShan Drive addressed the Mayor and Council about resurfacing the road and also concerns of branches on side of the road in the curve. b) Ronnie Patterson at 642 McPhearson Lane address the Mayor and Council regarding the City's policy for Utility Companies which cut roadway and the quality of the repairs. The Mayor states the City is working on a better solution to require the Utility Company' s repairs to street cuts. c) Belinda Jones at 4953 Mountain Road addressed the Mayor and Council regarding potholes and weeds on the side of the road. Also concerns of fallen trees. d) William Harper at 632 McShan Drive addressed the Mayor and Council seeking more Street Lights. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn. Council President Wright declared the meeting adjourned at 6: 40P. M..
