475 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, AUGUST 08, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Pre - Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, August 08, 2023. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Mayor Stephen Ware, City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP. There were Seven individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, AUGUST 08, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, August 08, 2023. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 03P. M. with approximately sixteen individuals in the audience. 2. INVOCATION: The invocation was given by Charles Winston Jr., the City Chaplin, followed by the Pledge of Allegiance. 3. PLEDGE OF ALLEGIANCE: 4. ROLL CALL Upon Roll Call, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks being present. President Wright presided over the meeting. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were present. 5. MEDIA RECOGNITION: Kailah Hegler from the Western Star was present. 6. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the July 25, 2023 Pre -Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Pickens made a motion to adopt the meeting agenda as published followed by a second to the motion by Council Member Hurliman. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor welcomes everyone attending the meeting. The Mayor spoke of students returning to school and everyone should be mindful of traffic. The Mayor also announced the progress with the University of Alabama property which is named West Rock Nature Preserve, and the Open House which is scheduled for August 24, 2023 at the Annex from S: OOP. M. to 7: OOP. M.. The Mayor invites anyone interested to come to the Open House to learn more about the project and is seeking the public' s input for the West Rock Nature Preserve project. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report but announced the Planning and Zoning Commission meeting next week. c) Public Safety Committee: Council Member Hurliman, reports there is an increase of accidents last month with injuries and advises folks to be mindful. d) Public Works and Parks Committee: Council Member Jacks, reports of sing -up for Ball League registrations is at the Hueytown Library. Jacks also reports the new playground equipment is being installed at Martin Luther Jr., Brooklane and City Center Parks and to be mindful of the tapped off areas. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - reports two new officers have transferred into the department and going through training. Another Officer has been hired but will begin next month. b) Fire Department: Chief Sullivan - reports hiring one new medic and will be going through training to expect to be ready to serve first of next year. c) Public Works/ Street and Parks Department: Director Butts - reports the Valley Creek Cleanup will be this coming Saturday with the volunteers meeting at Hueytown High School. d) Building and Zoning Department: Inspector Humphries - reports Tropical Smoothies is nearing completion by Aldi' s. Also, Walmart has submitted facility remodel project. The former Southtrust building is being remodeled for Avadian Bank; Humphries states the Contractor who was awarded the Unsafe Structure bid has begun the demolition of structures. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Debbie Kiker, Executive Director for the Hueytown Chamber of Commerce: i. Ms. Kiker introduced the new Hueytown High School Band Director, Dr. Chris Walker. Mr. Walker gave a brief introduction to the audience. ii. Every Monday is the Podcast called " Chamber Chat". iii. The next Munch and Mingle business after- hours which celebrates the Chamber's thirty-fifth anniversary is scheduled for August 17, 2023 at Venue 3131, Hueytown. iv. A huge Thank You to the Hueytown Police, Fire and Public Works Departments and all others involved for the National Night Out. The event was a huge success. v. The second annual Health and Wellness Expo is scheduled for August 18, 2023. vi. Fitness In Park starts August 19' at 9: OOAM with Kim Dabbs, a certified instructor with thirty- four years of nursing experience and August 08, 2023 City Council Meeting Minutes Page 2 Of 5  477 certifications. Future dates are August 26, September 9, 23, 30, October 7, 14, 21, 28 and November 4, 11 and 18, 2023. vii. Announced the fifth annual " Paw Palooza 8v Weiner Dog Races" is scheduled for September 16, 2023 at the New City Center Park. viii. Shop Local! b) Hueytown Arts Council, Jake Ware Reporting: i. This week is Movies In The Park is August 11th and will be held in the City Center Park on Forest Road starting at 7: OOPM. The rescheduled movie date is September 29, 2023. Additional information can be obtained from the Hueytown Arts Council' s Website, https: / / hueytownarts. org/ and Facebook page. ii. Art and Author Exp will be participating at the Health and Wellness Expo, August 18, 2023. iii. Rock Snake has been started and all are welcomed to add. iv. The Arts Council will be hosting a tailgate party at the City Park on September 9t' for the Alabama vs. Texas game. 12. CORRESPONDENCE a) There was no correspondence to report. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 609, 907. 68 and made a motion to approve the list of bills which were presented for payment followed by second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. RESOLUTIONS: a) Resolution 6606 Resolution 6606 was presented to the Council to declare a Public Nuisance and order abatement of weed, trash and/ or inoperable vehicle located at 102 Wickstead Road, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6606 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. b) RESOLUTION 6607 Resolution 6607 was presented to the Council to declare a Public Nuisance and order abatement of weed, trash and/ or inoperable vehicle located at 1000 Old Warrior River Road, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6607 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. d) RESOLUTION 6609 Resolution 6609 was presented to the Council to declare a Public Nuisance and order abatement of weed, trash and/ or inoperable vehicle located at 1006 Old Warrior River Road, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6609 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. e) RESOLUTION 6610 Resolution 6610 was presented to the Council to declare a Public Nuisance and order abatement of weed, trash and/ or inoperable vehicle located at 3025 Lee Ann Drive, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6610 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 0 RESOLUTION 6611 Resolution 6611 was presented to the Council to correct Resolution Number 6360 which is to confirm the report of costs and creating a Public Nuisance Lien on the property located at 2005 High School Road. A motion by Council Member Hurliman was made to adopt Resolution Number 6611 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. g) RESOLUTION 6612 Resolution 6612 was presented to the Council to authorize an easement to Spire Alabama Inc. for the property located known as the Dog Park on Hillside Drive, Hueytown. A motion by Council Member Hurliman was made to adopt Resolution Number 6612 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. h) RESOLUTION 6613 Resolution 6613 was presented to the Council to appropriate funds for the purchase of administrative vehicles in the Police Department. A motion by Council Member Zinnerman was made to adopt Resolution Number 6613 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. i) RESOLUTION 6614 Resolution 6614 was presented to the Council to authorize an agreement with Bevill State Community College. ORDINANCES: a) There were no Ordinances presented for the Council to consider. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Pastor Winston compliments to the Mayor and Council for the work and amenities that was recently completed at the Martin Luther King, Jr. Park. Winston states there were over a hundred children attending a recent event with everyone enjoying the facilities. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn. Council President Wright declared the meeting adjourned at 6: 27P.
