MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 10, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, October 10, 2023. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Also present was Mayor Stephen Ware, City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP. There were Five individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 10, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, October 10, 2023. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 01P. M. with approximately Twenty- three individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Hurliman, followed by the Pledge of Allegiance. 3. PLEDGE OF ALLEGIANCE: 4. ROLL CALL Upon Roll Call, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks being present. President Wright presided over the meeting. Mayor Stephen Ware was present. Present. City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP was 5. MEDIA RECOGNITION: Kailah Hegler from the Western Star was identified at the meeting. 6. APPROVAL OF MINUTES Council Member Zinnerman made a motion followed by a second to the motion by Council Member Hurliman to approve the September 26, 2023 Pre -Council and Council Meeting and October 03, 2023 Council Work Session Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council with the Member Pickens made a motion to adopt the meeting agenda as published removal of Resolution Number 6685, Resolution Number 6692 and October 10, 2023 City Council Meeting Minutes Page 1 Of 5  29 Ordinance Number 23- 0822- 01 followed by a second to the motion by Council Member Hurliman. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor welcomes everyone attending and taking time out of their schedules to attend the Council meeting and to voice any concerns they may have. The Mayor announced the annual Community Wide Cleanup event is scheduled for October 28, 2023. The Mayor reports the hiring of a new Senior Center Manager and to invite individuals to participate attending the Center. The Golden Gophers had a good showing for. their homecoming game with a game this week with McAdory. The Little Legue has a game this week at the Hueytown High School football stadium. The Mayor spoke of incidents which have occurred in the Westwind Neighborhood with Chief Yarbrough supplying additional information. The Mayor states " safety is a top priority for the City". The concluded his report with the announcement of Jefferson County conducting a Hazardous Waste Day scheduled for October 21, 2023. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report, the Planning and Zoning Commission meets next week. reports last month c) Public Safety Committee: Council Member Hurliman, there is an average of an EMS call every four hours. d) Public Works and Parks Committee: Council Member Jacks, no report, the Parks and Recreation Board meets next week. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - reports of a Homicide which occurred recently with no further information available at this time. Yarbrough states if anyone has information regarding this matter to contact Crime Stoppers. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Director Butts - absent. reports of two d) Building and Zoning Department: Inspector Humphries - commercial projects; construction has begun on the rebuilding of New Mount Morriah Baptist Church and plans have been received for the new Children' s Pediatric Clinic being constructed in the City. Humphries also reports 3100 201h Street North has had no progress since the last City Council meeting. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce, Debbie Kiker Reporting: i. The October Business Of The Month is Hueytown McDonalds. ii. Hometown Pole Banners are available for purchase through October 13, 2023. iii. The Breast Cancer Awareness Brunch had a goal of $ 3, 000. 00 and has raised $ 5, 000. 00 iv. Fitness in the Park is a free event with a certified instructor being held October 14`h starting at 9: OOA. M.. v. Hueytown Chamber Chat Podcast is now Live! vi. Shop Local. b) Hueytown Library, Carroll Rector Reporting: i. The computer systems are operational with limited services. Hopefully will be fully functioning soon. There is a new story teller with Ms. Erin. iv. Thanks to the Public Works Department for the extra hard work to make the library building look especially nice as this Thursday the Jefferson County Library Directors' monthly meeting will be held at the Hueytown Library. v. Thanks to the City' s Building Inspector for investigating a possible issue with the building. vi. Announced a special event that is happening in Hueytown April 13, 2024 with Sean Dietrich known as " Sean Of The South". vii. Reminds everyone the Library is ready to serve, all one needs to do is ask. c) Hueytown Parks & Recreation: i. No Report. d) Hueytown Arts Council, Pam Jacks, Treasurer, Reporting: i. The Arts Council is considering having a " Movie In The Park" sometime in December. ii. The United Worship event is being planned for November 91h, 2023 at North Highlands Baptist Church with the events proceeds benefiting the Neighborhood Bridges program. iii. The Arts Fest Event is being planned for March 2024. iv. Additional information can be obtained from the Hueytown Arts Council' s Website, https:// hueytownarts. org/ and Facebook page. 12. CORRESPONDENCE a) There was no correspondence. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 411, 598. 15 and made a motion to approve the list of bills which were presented for payment followed by second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. A motion by Council Member Pickens was made to adopt Resolution Number 6683 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes. Council Member Zinnerman abstained from the vote. A motion by Council Member Pickens was made to adopt Resolution Number 6684 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes. Council Member Zinnerman abstained from the vote. The motion carried. c) Resolution 6685 Resolution 6685 was omitted from the City Council Meeting Agenda. d) RESOLUTION 6686 Resolution 6686 was presented to the City Council to declare a Public Nuisance and order the abatement of Weeds, Trash and/ or inoperable vehicle located at 418 Murphys Lane, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6686 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes. Council Member Zinnerman abstained from the vote. The motion carried. e) RESOLUTION 6687 Resolution 6687 was presented to the City Council to declare a Public Nuisance and order the abatement of Weeds, Trash and/ or inoperable vehicle located at 1412 261h Avenue North, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6687 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. fl RESOLUTION 6688 Resolution 6688 was presented to the City Council to declare a Public Nuisance and order the abatement of Weeds, Trash and/ or inoperable vehicle located at 632 Sunrise Boulevard, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6688 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. g) RESOLUTION 6689 Resolution 6689 was presented to the City Council to declare a Public Nuisance and order the abatement of Weeds, Trash and/ or inoperable vehicle located at 1101 251h Avenue North, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6689 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. h) RESOLUTION 6690 Resolution 6690 was presented to the City Council authorize the funding to replace a Police Department Vehicle. A motion by Council Member Zinnerman was made to adopt Resolution Number 6690 followed by a second to the motion by Council Member Hurliman. The motion carried unanimously. i) RESOLUTION 6691 Resolution 6691 was presented to the City Council to adopt a Reserve Fund Policy. A motion by Council Member Zinnerman was made to adopt Resolution Number 6691 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. j) RESOLUTION 6692 Resolution 6692 was omitted from the Council Meeting agenda. 15. ORDINANCES: a) ORDINANCE 23- 0822- 01 Ordinance 23- 0822- 01 was omitted from the Council Meeting agenda. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Eric Frey at 2845 Brooklane Drive representing the American Legion Post 1228 announces the annual Toys for Tots program kick- off starts October 1, 2023. Also announced the Legion Post would like to have a flag retirement celebration at the New City Park on November 18, 2023. b) Tracy Owens at 3231 Larabee Lane addressed the Mayor and Council about a drainage ditch/ easement which is behind her residence. The Mayor addressed Ms. Owens on this matter. c) Ms. Glenn attends the Hueytown Senior Center and announced for folks to participate attending the Center. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn. Council President Wright declared the meeting adjourned at 6: 43P. M..
