33 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 24, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, October 24, 2023. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Mayor Stephen Ware was absent and also present was City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP. There were four individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 24, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, October 24, 2023. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: OOP. M. with approximately thirteen individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Pickens, followed by the Pledge of Allegiance. 3. PLEDGE OF ALLEGIANCE: 4. ROLL CALL Upon Roll Call, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks being present. President Wright presided over the meeting. Mayor Stephen Ware was absent. City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP was Present. 5. MEDIA RECOGNITION: Kailah Hegler from the Western Star was identified at the meeting. 6. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the October 10, 2023 Pre -Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. ADOPT AGENDA FOR THE MEETING: Council Member Pickens made a motion to adopt the meeting agenda as published with the omission of Ordinance Number 23- 0822- 01 followed by a second to the motion by Council Member Zinnerman. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor was absent from the meeting. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report. c) Public Safety Committee: Council Member Hurliman, no report. d) Public Works and Parks Committee: Council Member Jacks, reports the Parks & Recreation Board met the past Tuesday and discussed creating a Parent Code of Conduct" and discussed expanding the background checks for anyone having contact with the youth. The Board also held Officer Elections with Jamie Pickens as president, vice- president Ricky Pittman and Secretary Treasurer Kailah Hegler. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - no report. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Director Butts - no report. d) Building and Zoning Department: Inspector Humphries - absent. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce, Council Member Jacks Reports: i. Added eight additional Home -Town Banners for a total of twenty- six. ii. Announced the Breast Cancer Awareness Brunch. iii. The Fall Y' all Fest event was a success with over 1, 800 attendees. iv. Supper with Santa event is scheduled for November 30, 2023 at Venue 3131. The event is sold out. v. Tree Lighting event is scheduled for December 1, 2023 at 6: OOPM at the City Center Park. vi. The 361h annual Christmas Parade is scheduled for December 9, 2023 at 10: 00A. M. vii. Additional information can be obtained from the Hueytown Area Chamber of Commerce website, https:// hueytownchamber. com and Facebook page. b) Hueytown Arts Council, Jake Ware Reports: i. The United Worship event is planned for November 91h, 2023 at North Highlands Baptist Church with the events proceeds benefiting the Neighborhood Bridges program. ii. Additional information can be obtained from the Hueytown Arts Council' s Website, https:// hueytownarts. org/ and Facebook page. c) Hueytown Library, Jessica Hayes, Library Board Chairman Reporting: i. Announced a special event of Sean Dietrich being scheduled to perform on April 13, 2024 at the North Highlands Baptist Church. ii. CORRESPONDENCE a) There was no correspondence to report. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 470, 449. 85 and made a motion to approve the list of bills which were presented for payment followed by second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. A motion by Council Member Pickens was made to adopt Resolution Number 669 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes. Council Member Zinnerman abstained from the vote. The motion carried. b) Resolution 6694 Resolution 6694 was presented to the City Council to confirm the report of costs to abate a declared Public Nuisance and to create a special assessment lien on the property located at 120 Avalon Avenue, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6694 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes. Council Member Zinnerman abstained from the vote. The motion carried. c) Resolution 6695 Resolution 6695 was presented to the City Council to confirm the report of costs to abate a declared Public Nuisance and to create a special assessment lien on the property located at 156 Murphy' s Lane, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6695 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes. Council Member Zinnerman abstained from the vote. The motion carried. A motion by Council Member Pickens was made to adopt Resolution Number 6696 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes. Council Member Zinnerman abstained from the vote. The motion carried. e) RESOLUTION 6697 Resolution 6697 was presented to the City Council to confirm the report of costs to abate a declared Public Nuisance and to create a special assessment lien on the property located at 626 Yellowbird Lane, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6697followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. A motion by Council Member Pickens was made to adopt Resolution Number 6698 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. g) RESOLUTION 6699 Resolution 6699 was presented to the City Council to confirm the report of costs to abate a declared Public Nuisance and to create a special assessment lien on the property located at 1554 27th Avenue North, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6699 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. h) RESOLUTION 6700 Resolution 6700 was presented to the City Council to confirm the report of costs to abate a declared Public Nuisance and to create a special assessment lien on the property located at 1723 Edgehill Drive, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6700 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. i) RESOLUTION 6701 Resolution 6701 was presented to the City Council to authorize the software and hardware support agreement for the Livescan Plus equipment used in the Police Department. A motion by Council Member Pickens was made to adopt Resolution Number 6701 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. A motion by Council Member Pickens was made to adopt Resolution Number 6702 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. k) RESOLUTION 6703 Resolution 6703 was presented to the City Council to authorize the quote to update/ upgrade the https: / / hueytownal. gov website. A motion by Council Member Pickens was made to adopt Resolution Number 6703 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Constance Singleton at 6658 Victoria Drive; states the Kiwanis club, in conjunction of the Hueytown Primary and Hueytown Intermediate school are collecting canned goods with drop- off also at the YMCA. The collected canned goods will be distributed on November 16, 2023 at the " Y". Ms. Singleton also states the Kiwanis club is chartered in the City of Hueytown with Ms. Singleton as the club' s president and is welcoming new members to join the club.
