62 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JANUARY 09, 2024 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, January 09, 2024. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Mayor Stephen Ware and City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP were also present. There were five individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JANUARY 09, 2024 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, January 09, 2024. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 02P. M. with approximately seventeen individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Hurliman. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was lead by Council Member Hurliman. 4. ROLL CALL Upon Roll Call, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks being present. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were present. 5. MEDIA RECOGNITION: Kailah Hegler from the Western Star was identified at the meeting. 6. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Zinnerman to approve the December 19, 2023 Pre -Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. i Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Zinnerman made a motion to adopt the meeting agenda as published followed by a second to the motion by Council Member Pickens. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor welcomed everyone present and welcomes making 2024 the best yet! 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report. c) Public Safety Committee: Council Member Hurliman, no report. d) Public Works and Parks Committee: Council Member Jacks, no report. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - states of the department has closed 86 percent of the cases from last year with about half of the cases being property related. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Director Butts - no report. d) Building and Zoning Department: Inspector Humphries - no report. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce, Debbie Kiker Reports: i. The January 2024 Chamber Business Member of the Month is Taylor Bugs Kids Boutique and Consignment. ii. The Chamber' s Scholarship/ Sponsorship donors program is underway for 2023- 2024. iii. The Avadian Credit Union Ribbon Cutting and Celebration of the new location is scheduled for January 22, 2024 from 4: OOPM to 6: OOPM. iv. Upcoming event in 2024 are Munch and Mingle, Career/ Job Fair, Women Business Owners and Cash Mob. v. The Hueytown High School Peer Helpers is conducting a Coat Drive January 16, 2024 through February 16, 2024 with drop off location at the Hueytown High School or Chamber Office. vi. Announced ticket sales for Sean of The South tickets are on sale for the event scheduled April 13, 2024. vii. Additional information can be obtained from the Hueytown Area Chamber of Commerce website, https:// hueytownchamber. com and Facebook page. 12. CORRESPONDENCE a) The City received a publication from the Boys and Girls Club. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 351, 317. 08 and made a motion to approve the list of bills which were presented for payment followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. RESOLUTIONS: a) Resolution 6726 Resolution 6726 was presented to the City Council to confirm the report of costs and create a Public Nuisance Lien on the property located at 45 Johnson Drive, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6726 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. b) Resolution 6727 Resolution 6727 was presented to the City Council to confirm the report of costs and create a Public Nuisance Lien on the property located at 428 Harlem Avenue, Hueytown. A motion by Council Member Hurliman was made to adopt Resolution Number 6727 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. c) Resolution 6728 Resolution 6728 was presented to the City Council to acknowledge receipt of funds from fund. attorney Charlie Waldrep for the Hueytown Chamber of Commerce Scholarship A motion by Council Member Zinnerman was made to adopt Resolution Number 6728 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. d) Resolution 6729 Resolution 6729 was presented to the City Council to receive the report of the Annual Transportation Plan as required by the Alabama Legislature Act 2019- 2 known as the Rebuild Alabama Act. A motion by Council Member Pickens was made to adopt Resolution Number 6729 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. 15. ORDINANCES: a) Ordinance 24- 0109- 01 Ordinance 24- 0109- 01 was presented to the City Council as a First Reading and Public 15" Hearing to consider the annexation of certain real property located at 4963 Street Road, Hueytown. No individual spoke either for or against the Ordinance; a motion by Council Member Pickens was made to close the Public Hearing followed by a second to the motion by Council Member Zinnerman. Council President Wright declared the Public Hearing Closed. Upon roll call vote, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks voting yes, there were no nay votes. A motion by Council Member Pickens was made to adopt Ordinance 24- 0109- 01 followed by a second to the motion by Council Member Hurliman. Upon roll call vote, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks voting yes, there were no nay votes. A motion by Council Member Pickens was made to return to regular session followed by a second to the motion by Council Member Hurliman. Upon roll call vote, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks voting yes, there were no nay votes. b) Ordinance 24- 0109- 02 Ordinance 24- 0109- 02 was presented to the City Council as a First Reading and Public Hearing to consider the annexation of certain real property located at 4957 151h Street Road, Hueytown. A motion by Council Member Pickens was made to return to regular session followed by a second to the motion by Council Member Hurliman. Upon roll call vote, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks voting yes, there were no nay votes. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Mary Meyer at 502 Saddleridge inquired about the aforementioned Resolution Number 6728 with City Attorney Charlie Waldrep responding. Ms. Meyer asked what level of trust do people have with the City of Hueytown Government with the Mayor responding to this question. Ms. Meyer informed everyone of a fire in West Jefferson last month that had a death. The death was Ms. Meyer' s brother, stating the cause of the fire was aluminum wiring and asks if the City inspects for this. Fire Chief Sullivan responded to Ms. Meyer' s question. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council President Wright adjourned the meeting at 6: 22P.
