101 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 23, 2024 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, April 23, 2024. President Wright called the meeting to order with Council Members Zinnerman and Pickens present. Council Members Hurliman and Jacks were absent. Mayor Stephen Ware and City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP were also present. There were four individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 23, 2024 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, April 23, 2024. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: OOP. M. with approximately seventeen individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Pickens. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council Member Pickens. 4. ROLL CALL Upon Roll Call, Council Members Pickens and Wright being present Zinnerman, and Council Members Hurliman and Jacks being absent. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were Present. 5. MEDIA RECOGNITION: Kailah Hegler from the Western Star was identified at the meeting. 6. APPROVAL OF MINUTES Council Member Zinnerman made a motion followed by a second to the motion by Council Member Pickens to approve the April 09, 2024, Pre - Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. There were no nay votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Pickens made a motion to adopt the meeting agenda as published with the addition of Resolution Number 6794 as item 14H followed by a second to the motion by Council Member Zinnerman. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor welcomed everyone present and invites others to attend for any concerns they may have with the City. The Mayor comments on the light numbers of attendees in the audience and hoping folks are attending the Farmers Market at the City Center Park. The Mayor reports attending the Hueytown Chamber' s Scholarship Awards event and was very impressed with the Biography' s of the Scholarship Recipients. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report. c) Public Safety Committee: Council Member Hurliman, Absent d) Public Works and Parks Committee: Council Member Jacks, Absent. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - no report. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Public Works Director Gant - no report. d) Building and Zoning Department: Inspector Humphries - absent. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce, Debbie Kiker Reports: i.The Chamber' s Awards Celebration was held on March 15, 2024, at Venue 3131. ii. April Business of the Month is Southern Grace. iii. The Indoor Spring Market was held Saturday, April 6, 2024, at Venue 3131. iv. Seven individuals were awarded the Chamber' s Junior Ambassador Service Scholarship. v. Hometown Hero Banners will be going up the end of April for the month of May. vi. Munch and Mingle after hours event is scheduled for June 14, 2024. vii. July 4tn holiday celebrations being planned, more to come. viii. Shop Local. b) Hueytown Library, Carroll Rector Reports: i. Sean of the South event was held with approximately 370 attendees and thanks to the Library Staff, Chamber of Commerce and Arts Council for their help making this event a huge success. ii. The Summer Reading Program begins each Wednesday in June. iii. The Tutored Reading Program begins. c) Arts Council, Jake Ware, Reports: i. Announced the Sean of the South event was a " great event". ii. Announced there were two art scholarships awarded. iii. Announced planning continues for the upcoming City Fest event scheduled to be on June 08, 2024, with a major announcement being made later this evening. iv. Information can be obtained from the Hueytown Arts Council Facebook page at https: / /www. facebook. com/ hueytownArts/ d) Hueytown Parks and Recreation Board, Tammy Pickens Reports: April 23, 2024 City Council Meeting Minutes Page 2 Of 5  103 i. The landscaping at Martin Luther King, Jr. Community Center have been replaced. ii. The floor at the Brooklane Community Center has been refinished. iii. All the Youth Sports Programs are up and running with strong registrations. iv. The Board is assessing the Soccer Programs facilities for repairs. v. The Board is receiving quotes for the replacement of swings in the City' s Pocket Parks. vi. The Board thanks the City's Public Works department for all the assistance they received with the various upgrade projects. 12. CORRESPONDENCE a) There two letters distributed to the Mayor and Council from the Hueytown Library Board. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 916, 282. 59 and made a motion to approve the list of bills which were presented for payment followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. There were no nay votes. The motion carried unanimously. RESOLUTIONS: a) Resolution 6787 Resolution 6787 was presented to the City Council as a Public Hearing regarding a Public Nuisance of an unsafe structure located at 111 Holly Street, Hueytown. Mr. Robert Howard representing Howard Holdings & Investments, the property owner, addressed the Mayor and Council regarding the declared Public Nuisance. A motion by Council Member Pickens was made to close the Public Hearing and to report back to the Council at the June 25, 2024, meeting for an update followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. The motion carried unanimously. b) Resolution 6788 Resolution 6788 was presented to the City Council to order the abatement of a Public Nuisance of an Unsafe Structure located at 102 Wickstead Road, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6788 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. The motion carried unanimously. c) Resolution 6789 Resolution 6789 was presented to the City Council to order the abatement of a Public Nuisance of an Unsafe Structure located at 111 Holly Street, Hueytown. April 23, 2024 City Council Meeting Minutes Page 3 Of 5 1E A motion by Council Member Zinnerman was made to lay -over Resolution Number 6789 to the June 25, 2024, City Council Meeting followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. The motion carried unanimously. d) Resolution 6790 Resolution 6790 was presented to the City Council to appropriate funds for the replacement of the Air Conditioning system at the City Hall Information Technology Server " IT" Room. A motion by Council Member Zinnerman was made to adopt Resolution Number 6790 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. The motion carried unanimously. e) Resolution 6791 Resolution 6791 was presented to the City Council to consider the use of the Coronavirus State and Local Fiscal Recovery Funds known as " ARPA". A motion by Council Member Pickens was made to adopt Resolution Number 6791 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. The motion carried unanimously. 0 Resolution 6792 Resolution 6792 was presented to the City Council to declare a Public Nuisance of Weeds and/ or Trash for the property located at 123 Opal Avenue, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6792 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. The motion carried unanimously. g) Resolution 6793 Resolution 6793 was presented to the City Council authorize a payment facilitator agreement with the company SmartBill, Ltd.. A motion by Council Member Zinnerman was made to adopt Resolution Number 6793 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. The motion carried unanimously. h) Resolution 6794 Resolution 6794 was presented to the City Council to reschedule the regularly scheduled May 14, 2024, City Council Meeting time to 4: 30P.M. with a modified meeting agenda. A motion by Council Member Pickens was made to adopt Resolution Number 6794 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman and Pickens voting yes. The motion carried unanimously. 15. ORDINANCES: a) N/ A 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. April 23, 2024 City Council Meeting Minutes Page 4 Of 5  105 a) Mary Meyer at 502 Saddleridge asked what the meeting time is for the May 14, 2024, Council meeting. Council President informed Ms. Meyer the time will be 4: 30P. M.. b) Jacquenetta Nails at 1986 Townhouse Lane addressed the Mayor and Council with concerns of vehicles speeding on Townhouse Lane and multiple vehicles running the red light at the intersection of Allison Bonnett Memorial Drive and Townhouse Lane. The Mayor addressed the concerns and introduced Ms. Nails to Police Chief Yarbrough for further discussions. c) Connie Singleton at 5658 Victoria Drive is seeking support for the Kwanis Club and new members. The Club meets every second and fourth Monday of each month located at the Hueytown YMCA. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Zinnerman made a motion to adjourn.
