97 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 09, 2024 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, April 09, 2024. President Pro- tempore Jacks called the meeting to order with Council Members Zinnerman, Pickens and Hurliman present. Council Member Wright was absent. Mayor Stephen Ware and City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP were also present. There were four individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 09, 2024 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, April 09, 2024. 1. CALL TO ORDER: The meeting was called to order by Council President Pro- tempore Jacks at 6: 12P. M. with approximately fifteen individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Hurliman. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council Member Hurliman. 4. ROLL CALL Upon Roll Call, Council Members Zinnerman, Pickens, Hurliman and Jacks being present and Council Member Wright being absent. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were Present. 5. MEDIA RECOGNITION: There was no media present at the meeting. 6. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the March 26, 2024 Pre -Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Pro- tempore Jacks and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. President Pro- tempore Jacks declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Pickens made a motion to adopt the meeting agenda as published with the addition of Resolution Number 6786 as item 14E and the removal of Resolution Number 6784 as item 14C followed by a second to the motion by Council Member Hurliman. April 09, 2024 Council Meeting Minutes Page 1 Of 4 Upon roll call vote, President Pro- tempore Jacks and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. President Pro- tempore Jacks declared the meeting agenda adopted. The Mayor welcomed everyone present and invites others to attend for any concerns they may have with the City. The Mayor advised everyone to be conscience of the potential weather events for tomorrow. The Mayor states the Wallace Brothers event held at the North Highlands Baptist Church this past week was a largely attended event. The Mayor also advised every one of the Sean of the South event scheduled to be this coming Saturday at the North Highlands Baptist Church. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report meeting next Tuesday. c) Public Safety Committee: Council Member Hurliman, no report. d) Public Works and Parks Committee: Council Member Jacks, no report meeting next week. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - reports the Police Department has received an ADECA grant for four License Plate Reading devices. b) Fire Department: Chief Sullivan - informed everyone present of the Storm Shelter and that the shelter is opened when storm events occur which is announced on the Police Department Facebook page and the Jefferson County EMA website. c) Public Works/ Street and Parks Department: Public Works Director Gant - no report. d) Building and Zoning Department: Inspector Humphries - reports Wendy' s Restaurant has submitted plans for construction, the Children' s Pediatric Clinic is on track to be completed in May 2024 and a new Subdivision has been started on Johns Road. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Library, Carroll Rector Reports: i. Sean of the South event is happening this coming Saturday with the doors opening at 6: 30PM at North Highlands Baptist Church. b) Arts Council, Jake Ware, Reports: i. Announced planning continues for the upcoming City Fest event scheduled to be on June 08, 2024 with a major announcement being made later this evening. ii. Information can be obtained from the Hueytown Arts Council Facebook page at https: / / www. facebook. com/ hueytownArts/ 12. CORRESPONDENCE a) There was no correspondence to report. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 514, 499. 41 and made a motion to approve the list of bills which were presented for payment followed by a second to the motion by Council Member Hurliman. RESOLUTIONS: a) Resolution 6782 Resolution 6782 was presented to the City Council to schedule a Public Hearing date regarding an application for a Temporary Trailer Use Certificate located at 7001 Valley Bridge Road, Hueytown. The President Pro- tempore opened the floor for Public Comment. No person came forward to speak either for or against the item. Council Member Zinnerman made a motion to close the Public Hearing, Council President Pro- tempore Jacks closed the Public Hearing. A motion by Council Member Zinnerman was made to adopt Resolution Number 6782 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Pro- tempore Jacks and Council Members Zinnerman, Pickens and Hurliman voting yes. The motion carried unanimously. b) Resolution 6783 Resolution 6783 was presented to the City Council to consider the approval of an events fee -waiver to the Hueytown Harvest Farmers Market for special events being held at the City Center Park on Forest Road from April 2024 through September 2024. A motion by Council Member Hurliman was made to adopt Resolution Number 6783 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Pro- tempore Jacks and Council Members Zinnerman, Pickens and Hurliman voting yes. The motion carried unanimously. c) Resolution 6784 Resolution 6780 was removed from the meeting agenda which was to declare a Public Nuisance of an unsafe structure located at 1391 Virginia Lane, Hueytown d) Resolution 6785 Resolution 6785 was presented to the City Council to authorize the appropriation of funds for the replacement of an HVAC unit at Fire Station One. A motion by Council Member Hurliman was made to adopt Resolution Number 6785 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Pro- tempore Jacks and Council Members Zinnerman, Pickens and Hurliman voting yes. The motion carried unanimously. e) Resolution 6786 Resolution 6786 was presented to the City Council to authorize and appropriate funding for the purchase of four Vigilant License Plate readers for the Police Department. A motion by Council Member Zinnerman was made to adopt Resolution Number 6786 subject to the City receiving the total agreement with the City' s attorney April 09, 2024 Council Meeting Minutes Page 3 Of 4 100 review, followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Pro- tempore Jacks and Council Members Zinnerman, Pickens and Hurliman voting yes. The motion carried unanimously. 15. ORDINANCES: a) N/ A 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Pro- Tempore Jacks reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) No person present addressed the Mayor and Council. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn.
