MINUTES OF PRE.COUNCIL MEETING
CITY OF HUEYTOUIN, ALABAMA
TUESDAY, MAY 28,20/24
The City Council of the City of Hueytown, Alabama, met at 5:30P.M. in the Council
Chamber meeting room at the City of Hueytown, City Hall, on T\resday, May 28,
2024.
President Wright called the meeting to order with Council Members Zinnerman and
Hurliman present. Council Members Pickens and Jacks were absent. Mayor
Stephen Ware and City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick,
LLP were also present. There were four individuals in the audience.
The purpose of the meeting was to discuss general municipal business and review
the City Council Meeting Agenda.

A regular meeting of the City Council of the City of Hueytown, Alabama, was held in
the Council Chamber meeting room at the Hueytown City Hall on T[esday, May 28,
2024.
1. CALL TO ORDER:
The meeting was called to order by Council President Wright at 6:00P.M. with
approximately ten individuals present in the audience.
2. INVOCATION:
The invocation was given by Council Member Hurliman.
3. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Council Member Hurliman.
4. ROLL CALL
Upon Roll Call, Council Members Zinnerman, Hurliman and Wright being present
,.rrd Corrncil Members Pickens and Jacks being absent. Mayor Stephen Ware and
City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were Present.
5. MEDIA RECOGNITION:
There was no members of the media present.
6. APPROVAL OF MINUTES
Council Member Hurliman made a motion followed by a second to the motion by
Council Member Zinnerman to approve the May 14, 2024, Pre-Council and Council
Meeting minutes as previously received and thereby dispensing with reading of the
minutes.
Upon ro11 call vote, President Wright and Council Members Zinnerrrran and
Hlr[man voting yes. There were no nay votes. President Wright declared the
minutes approved.
7. ADOPT AGENDA FOR THE MEETING:
Council Member Hurliman made a motion to adopt the meeting agenda as
published with the addition of Resolution Number 6814 as item 14T followed by a
second to the motion by Council Membet Zinnetman.

Upon roll call vote , President Wright and Council Members Zinnerman and
Hurliman voting yes. There were no nay votes. President Wright declared the
meeting agenda adopted .
8. MAYORS REPORT
The Mayor welcomed everyone present and invites others to attend for any concerns
they may have with the City. The Mayor hopes everyone had a great Memorial
Holiday weekend . The Mayor states the Hueytown Swimming Pool has opened this
past weekend but will be closed during this week . The Mayor states he continues to
analyze roads in the City with the Councils’ input to assemble a list of roads for
repair / resurfacing and asks if anyone has a road of concern to report to him. The
Mayor announced the twenty-sixth annual Sickle Cell Disease Association of
America, the Central Alabama Chapter charitable event being held at the Railroad
Park in Birmingham on Saturday, June 15, 2024. The Mayor read the below
Resolution on behalf of the Council to be presented at the funeral service this
coming Friday.

our midst, our beloved citizen of the City of Hueytown, by means of death on the 24 th day

No matter what your trials are, or how big your mountain seems, The Lord is there to see you
through; He will go to all extremes.
So, if your cross seems hard to bear, and you know not what to do; The One who loves you
most of all will be there to see you through.
WHEREAS , we the Mayor and Council feel it is befitting to express our sympathy to the
family during the passing of Judge Debra B. Winston. We commend you to
Him who knoweth all things; and
WHEREAS , Judge Winston, the dedicated wife and mother, has resided in the City of
Hueytown; and
WHEREAS , Judge Winston was appointed by the Mayor to the Beautification Board for the
City of Hueytown and served until her health failed her;
WHEREAS , Judge Winston had a spirit of willingness to help in the community in any
way. She also served in her church, city, and county.
WHEREAS , Judge Winston was a women of great faith, who loved the Lord. She
exemplified it in her commitment to standing alongside her husband as the
Pastor’s wife at New Mt. Moriah Missionary Baptist Church here in the City of
Hueytown.
WHEREAS, Judge Winston was part of a loving and caring family who accepts the will of a
Sovereign God in the passing of their loved one and ;
WHEREAS , we believe the words of Jesus in John 14 that encourages us to “Let not your
heart be troubled : ye believe in God , believe also in me. In my Father s house
are many mansions: if were not so, I would have told you.”

NOW THEREFORE, I Stephen M. Ware, the Mayor of the City of Hueytown, Alabama, hereby
issue this resolution in honor of the life and legacy of

iii. Announced CBS is doing a segment on Hueytown tonight at 6:00PM.
iv. Announced August 6, 2024 is the National Night Out with the Police,
Fire and Public Works Departments.
v. Hometown Hero Banners are up and will be displayed through July 8,
2024.
vi. Munch and Mingle after hours event is scheduled for June 13,2024.
vii.Announced the Red, White and Boom Patriotic Celebration is scheduled
for July 3,2024 from 6:00PM to 8:00PM.
viii. Shop Local.
b) Hueytown Library, Carroll Rector Reports:
i. Announced the Summer Reading Program begins each Wednesday in
June.
ii. Announced the Tutored Reading Program begins in July.
c) Arts Council, Jake Ware, RePorts:
i. Announced there will be Movie In The Park begins May 31, 2024
followed by July 26 and August 23,2024-
ii. Announced the City Fest Event will be June 8,2024.
iii. Announced Art In The Park will be June 20ft and July 18, 2024.

Council Member Zinnerman presented a list of bills totaling $535,003.31 and made
a motion to approve the list of bills which were presented for payment followed by a
second to the motion by Council Member Hurliman .
Upon a roll call vote , President Wright and Council Members Zinnerman and
Hurliman voting yes. There were no nay votes. The motion carried unanimously.

Resolution 6795 was presented to the City Council to declare a Public Nuisance
and order the abatement of weeds, trash and / or inoperable vehicle located at
1000 Old Warrior River Road , Hueytown .
A motion by Council Member Hurliman was made to adopt Resolution Number
6795 followed by a second to the motion by Council Member Zinnerman . Upon a
roll call vote , President Wright and Council Members Zinnerman and Hurliman
voting yes . The motion carried unanimously.
b) Resolution 6796
Resolution 6796 was presented to the City Council to declare a Public Nuisance
and order the abatement of weeds , trash and / or inoperable vehicle located at
2035 30th Avenue North , Hueytown .
A motion by Council Member Hurliman was made to adopt Resolution Number
6796 followed by a second to the motion by Council Member Zinnerman . Upon a
roll call vote , President Wright and Council Members Zinnerman and Hurliman
voting yes. The motion carried unanimously.
c) Resolution 6797
Resolution 6797 was presented to the City Council to declare a Public Nuisance
and order the abatement of weeds, trash and / or inoperable vehicle located at 2707
Clyburne Street , Hueytown .
A motion by Council Member Hurliman was made to adopt Resolution Number
6797 followed by a second to the motion by Council Member Zinnerman . Upon a
roll call vote , President Wright and Council Members Zinnerman and Hurliman
voting yes. The motion carried unanimously.
d ) Resolution 6798
Resolution 6798 was presented to the City Council to declare a Public Nuisance
and order the abatement of weeds, trash and / or inoperable vehicle located 2731
Clyburne Street , Hueytown.
A motion by Council Member Hurliman was made to adopt Resolution Number
6798 followed by a second to the motion by Council Member Zinnerman . Upon a
roll call vote , President Wright and Council Members Zinnerman and Hurliman
voting yes. The motion carried unanimously.
e) Resolution 6799
Resolution 6799 was presented to the City Council to declare a Public Nuisance
and order the abatement of weeds, trash and / or inoperable vehicle located at 3036
Allison Bonnett Memorial Drive, Hueytown .

A motion by Council Member Hurliman was made to adopt Resolution Number

voting yes. The motion carried unanimously.
g) Resolution 6801
Resolution 6801 was presented to the City Council to declare a Public Nuisance of
Weeds and/or Trash for the property located at 6605 Post Oak Drive, Hueytown.
A motion by Council Member Hurliman was made to adopt Resolution Number
6801 followed by a second to the motion by Council Member Zinnerman. Upon a
ro11 call vote, President Wright and Council Members Zinnerman and Hurliman
voting yes. The motion carried unanimously.
h) Resolution 6802
Resolution 6802 was presented to the City Council to acknowledge receipt of funds
from attorney Charlie Waldrep for the Hueytown Chamber Of Commerce
Community Prayer Breakfast.
A motion by Council Memb er Zinnerman was made to adopt Resolution Number
6802 fol1ow6d by a second to the motion by Council Member Hurliman. Upon a ro11
- cal vote, President Wright and Council Members Zinnerman and Hurliman voting
yes. The motion carried unanimously.

Resolution 6803 was presented to the City Council to consider the waiver of fees for
the City Fest Event.
A motion by Council Member Hurliman was made to adopt Resolution Number
6803 followed by a second to the motion by Council Member Zinnerman. Upon a
ro11 call vote, Piesident Wright and Council Members Zinnerman and Hurliman
voting yes. The motion carried unanimously.
j) Resolution 6804
Resolution 6804 was presented to the City Council to authorize an easement to
Alabama Power Company for the distribution facilities located at Dellview Drive,
Hueytown.
A motion by Council Memb er Zinnerman was made to adopt Resolution Number
6804 followld by a second to the motion by Council Member Hurliman. Upon a ro11
- call vote, President Wright and Council Members Zinnerman and Hurliman voting
yes. The motion carried unanimously.
k) Resolution 6805
Resolution 6805 was presented to the City Council to declare certain real property
located at 601 Dee Hendricks Road to be surplus and no longer needed for pubic
purpose and to authorize its sale.

6805 followed by a second to the motion by Council Member Hurliman. Upon a ro11
call vote, President Wright and Council Members Zinnerman and Hurliman voting
yes. The motion carried unanimously.

Resolution 6806 was presented to the City Council to award the Request For
Proposal Number 2O24O4O1 for the demolition and clearance of unsafe structures.
A motion by Council Member Hurliman was made to adopt Resolution Number
6806 followed by a second to the motion by Council Member Zinnerma.n. Upon a
roll call vote, President Wright and Council Members Zinnerman and Hurliman
voting yes. The motion carried unanimously.
m) Resolution 6807
Resolution 6807 was presented to the City Council to appropriate funds and
authorize the purchase of a security video system for the City Hall facilities.
A motion by Council Member Zinnerman was made to adopt Resolution Number
680T followed by a second to the motion by Council Member Hurliman. Upon a roll
call vote, President Wright and Council Members Zinnerman and Hurlimln voting
yes. The motion carried unanimously.
n) Resolution 6808
Resolution 6808 was presented to the City Council to appropriate funds and
authorize the purchase of three patrol vehicles for the police Iiepartment.
A motion by Council Member Hurliman was made to adopt Resolution Number
6808 followed by a second to the motion by Council Membi r Zinnerma.n.
Upon a

funds for the purchase of Multi-Factor Authentication for the City's user computing
data network.

16. EXTEND THE FLOOR TO THE PUBLIC
prior to the extension of the floor to the public, President Wright reminds everyone
wishing to address the Council to state their name and address; must be a resident
of Hueytown to speak and shall limit comments to three minutes.
a) Council Member Zinnetman states Mr. Coachman has information to
share with the Mayor. The Mayor asked Mr. Coachman to meet with him
after tonight's Council Meeting'
b) Council President Wright announced the Sickle Cell walk on June 26,

With no further business to come before the Council Meeting, Council Member
Zinnerurran made a motion to adjourn. Council President Wright declared the
