MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, SEPTEMBER 10, 2024 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, September 10, 2024. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Mayor Stephen Ware and City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP were also present. There were five individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. City Attorney addressed the Mayor and Council about pending litigation which meets the criteria for the Council to enter into Executive Session. The audience departed the Pre -Council meeting room. The Council went into Executive Session at 5: 41PM and concluded at 6: 05PM. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, SEPTEMBER 10, 2024 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, September 10, 2024. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 08P. M. with approximately thirty individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Wright. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council Member Wright. 4. ROLL CALL Upon Roll Call, Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks being present. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were Present. 5. MEDIA RECOGNITION: There were no members from the media present. 6. APPROVAL OF MINUTES Council Member Zinnerman made a motion followed by a second to the motion by Council Member Jacks to approve the August 27, 2024, Pre -Council and Council Meeting minutes and the September 3, 2024 Work Session minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. ADOPT AGENDA FOR THE MEETING: Council Member Pickens made a motion to adopt the meeting agenda as published followed by a second to the motion by Council Member Zinnerman. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor welcomed everyone present and invites others to attend to address any concerns they may have and become aware of whats happening in the City. The Mayor read and then presented a Proclamation to the Hueytown Study Club. PROCLAMATION Hueytown Study Club WHEREAS, the General Federation of Women' s Club ( hereafter referred to as GFWC) is 134- year- old international women' s organization dedicated to community improvement by enhancing the lives of others through volunteer service. WHEREAS, with more than 60, 000 members in affiliated clubs in every state, the District of Columbia and more than a dozen countries, GFWC members work in their individual communities to support the arts, preserve natural resources, advance education, promote healthy lifestyles, and encourage civic involvement. WHEREAS, Hueytown is fortunate to have a Federated club in our community - Hueytown Study Club. WHEREAS, for 90 years, this club with its membership has made a significant impact in our community by volunteering untold hours and financial support to benefit community service projects. WHEREAS, according to the U. S. Department of Agriculture, 44 million people in the United States face hunger, including one in five children. WHEREAS, GFWC is highlighting the issue of national food insecurity, taking action to address it and raise public awareness about its importance with their National Day of Service on September 28, 2024. WHEREAS, Hueytown Study Club is participating in the GFWC National Day of Service on September 28, 2024, by serving with Grace' s Kitchen whose mission is to provide food to those in need. THEREFORE, be it resolved that I, Stephen M. Ware, Mayor of the City of Hueytown proclaim that the City of Hueytown recognize and support the GFWC National Day of Service project to highlight and assist with the efforts to serve those who experience food insecurity. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, reports the fiscal year Ms. 2024- 2025 City Budget is on the agenda for tonight's meeting. September 10, 2024Council Meeting Minutes Page 2 Of 8 260 Zinnerman extends her gratitude to both the Mayor and the Council for working together and dedication to ensure the budget preparation process was completed in a timely and efficient manner. b) Planning and Development Committee: Council Member Pickens, no report. c) Public Safety Committee: Council Member Hurliman, no report. d) Public Works and Parks Committee: Council Member Jacks, reports the Parks and Recreation Board meets next Tuesday. Mr. Jacks also provided an update on the work being done at the Hueytown Family Activity Center. 10. OFFICERS REPORT a) Police Department: Lt. Hunter - no report. b) Fire Department: Chief Sullivan - reports for everyone to be conscious of the upcoming weather event, Hurricane/ Tropical Storm Francine. c) Public Works/ Street and Parks Department: Public Works Director Gant - no report. d) Building and Zoning Department: Inspector Humphries - reports of the City' s Storm Water Management Program Plan. Mr. Humphries states the Plan will be posted at City Hall and on the City' s website for the public to review and submit comments. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce Catherine Verciglio, First Vice President Reports: i. Paint the town purple is scheduled for the Hueytown High School Homecoming for the week of September 16, through September 20, 2024. ii. The sixth annual Paw Palooza and Wiener Dog Race is scheduled for September 21, 2024. iii. Breast Cancer Brunch is scheduled for Saturday, October 5, 2024. iv. Fall Fest Event is scheduled for Saturday, October 26, 2024 from 11: 00AM to 1: OOPM. v. Chamber Chili Cook -off is scheduled for November 9, 2024 from 11: OOAM to 3: OOPM. vi. Additional information can be found on the Chamber' s website at www.hueytownchamber. com vii. Remember to Shop Local! A motion by Council Member Zinnerman was made to amend the meeting agenda to add Item V - Resolution 6927 followed by a second to the motion by Council Member Pickens. The motion carried unanimously. q) Resolution 6922 Resolution 6922 was presented to the City Council to amend the Fiscal Year 2023- 2024 Budget to provide for a one- time supplemental compensation to City Employees. A motion by Council Member Jacks was made to adopt Resolution Number 6922 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. r) Resolution 6923 Resolution 6923 was presented to the City Council to amend the Fiscal Year 2023- 2024 Budget to appropriate funds to various organizations. A motion by Council Member Pickens was made to adopt Resolution Number 6923 followed by a second to the motion by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. s) Resolution 6924 Resolution 6924 was presented to the City Council to amend the Fiscal Year 2023- 2024 Budget to authorize the purchase of an All Terrain Vehicle for the Fire —. Department. A motion by Council Member Jacks was made to adopt Resolution Number 6924 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. t) Resolution 6925 Resolution 6925 was presented to the City Council to amend the Fiscal Year 2023- 2024 Budget to authorize the purchase of a Skid Unit for the Fire Department. A motion by Council Member Hurliman was made to adopt Resolution Number 6925 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. ORDINANCES: a) 24- 0910- 01 Ordinance 24- 0910- 01 was presented to the Council as the first reading to consider amending the City's Zoning Map for certain real property located at 236 Crossway Drive, Hueytown from MR to R2. After no person came forward to address the Mayor and Council of the proposed Ordinance 24- 0910- 01, A motion by Council Member Zinnerman was made to close the public hearing followed by a second to the motion by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. President Wright Closed the Public Hearing. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Judy Maxwell at 100 Viola Avenue, Hueytown addressed the Mayor and Council seeking help with dogs and overflowing garbage container at the next door property located at 102 Viola Avenue. b) Mary Meyer at 502 Saddleridge addressed the Mayor and Council seeking additional information regarding the Curfew being declared for the week of the High School Homecoming celebrations. c) Austin Scott at 137 Midway Drive addressed the Mayor and council seeking help with tall grass at 143 Midway Drive. Mr. Scott also addressed the Mayor and Council regarding excessive speeding by a large white SUV with Dealer Tags on Midway Drive. d) Andrew Turner Dees at 249 Highland Drive addressed the Mayor and Council of Highland Drive has not been maintained for many years and is in bad condition. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn. Council President Wright declared the meeting adjourned at 6: 46P. M..
