0616 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, SEPTEMBER 24, 2024 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, September 24, 2024. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP was also present. Mayor Stephen Ware was absent. There were six individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, SEPTEMBER 24, 2024 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, September 24, 2024. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 04P. M. with approximately twenty- five individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Hurliman. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council Member Hurliman. 4. ROLL CALL Upon Roll Call, Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks being present. Mayor Stephen Ware was absent and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP was Present. 5. MEDIA RECOGNITION: There were no members from the media present. 6. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the September 10, 2024, Pre - Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Zinnerman made a motion to adopt the meeting agenda as published with the addition of item " H" titled Resolution 6935 followed by a second to the motion by Council Member Pickens. September 24, 2024Council Meeting Minutes Page 1 Of 5 267 Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT State Senator Greg Reed presented a Resolution from the Alabama State Senate to Ms. Lee Contorno which mourns the death and celebrates the life of Phillip Douglas Contorno. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, reports there was a meeting the past Tuesday and there will be an item being presented at the next Council meeting. c) Public Safety Committee: Council Member Hurliman, no report. d) Public Works and Parks Committee: Council Member Jacks, reports there was a Parks 8s Recreation Board meeting last week. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - reports there was a large law enforcement presence at the Home Coming Football game and there were no incidents. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Public Works Director Gant - no report. d) Building and Zoning Department: Inspector Humphries - absent. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce Debbie Kiker, Executive Director Reports: i. Hueytown Homecoming Paint The Town Purple contest winners are Miss Deanne' s Kindergarten 8v Daycare and North Highlands Baptist Church. ii. The sixth annual Paw Palooza and Wiener Dog Race was a great success and thanks to all that made the event possible. Looking at changing the event month due to the heat. iii. Breast Cancer Brunch is scheduled for Saturday, October 5, 2024. iv. Fall Fest Event is scheduled for Saturday, October 26, 2024 from 11: 00AM to 1: OOPM. v. Chamber Chili Cook -off is scheduled for November 9, 2024 from 11: 00AM to 3: OOPM. vi. Preparing to install the Hometown Hero Banners in November. vii. Supper with Santa event is scheduled for Thursday, December 12, 2024. viii. Additional information can be found on the Chamber' s website at www. hueytownchamber. com ix. Remember to Shop Local! b) Hueytown Library, Carroll Rector, Executive Director Reports: i. The Children' s Story Time program starts this coming Thursday. ii. The Paint Class is scheduled for October 5, 2024. ii. The interactive movie/ theater event Hocus Pocus is scheduled for three dates of October 18, 19 and 20, 2024 being held at the Hueytown Family Activity Center. iii. Additional information can be obtained from the Hueytown Arts Council Facebook page at https: / / www. facebook. com/ hueytownArts/ d) Hueytown Parks and Recreation Board, Tammy Pickens President Reports; i. Had a Board meeting last week with all the Youth Sports program representatives attending. ii. The Board is conducting an internal financial audit of the Youth Sports programs. iii. CORRESPONDENCE a) There was no correspondence received to report. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 564, 249. 10 and made a motion to approve the list of bills which were presented for payment followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried -- unanimously. RESOLUTIONS: a) Resolution 6928 Resolution 6928 was presented to the Council as a Public Hearing regarding the declared Public Nuisance of an unsafe structure located at 2518 16' Street North, Hueytown. Mr. Cesareo Martinez addressed the Council seeking additional time to bring the structure into compliance. A motion by Council Member Pickens was made to adopt Resolution Number 6928 with the stipulations the necessary permits are obtained for the work being completed on the structure and for Mr. Martinez to report back to the Council at the October 22, 2024 Council Meeting with a progress report, followed by a second to the motion by Council Member Zinnerman. The motion carried unanimously. b) Resolution 6929 Resolution 6929 was presented to the Council to declare a Public Nuisance of an Unsafe Structure located at 230 Knight Avenue, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6929 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. c) Resolution 6930 Resolution 6930 was presented to the Council to declare a Public Nuisance of an Unsafe Structure located at 427 Wren Avenue, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6930 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. d) Resolution 6931 Resolution 6931 was presented to the City Council to adopt a purchasing and standards of conduct policy. A motion by Council Member Hurliman was made to adopt Resolution Number 6931 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. e) Resolution 6932 Resolution 6932 was presented to the City Council to authorize a financing plan for the 2024 Road Paving Project. A motion by Council Member Hurliman was made to adopt Resolution Number 6932 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. fl Resolution 6933 Resolution 6933 was presented to the City Council to authorize the grant from the the Jefferson County Commission Community Grant Program to assist with operational cost of the Hueytown Senior Center. A motion by Council Member Pickens was made to adopt Resolution Number 6933 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes and Council Member Zinnerman Abstain. The motion carried. g) Resolution 6934 Resolution 6934 was presented to the City Council to authorize the contract with the United Way Area on Aging Agency of Jefferson County for the Hueytown Senior Center Fiscal Year 2024- 2025. A motion by Council Member Pickens was made to adopt Resolution Number 6934 with the instructions for the City Attorney to contact the United Way Area Agency September 24, 2024Council Meeting Minutes Page 4 Of 5 270 on Aging to discuss certain issues within the contract followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Pickens, Hurliman and Jacks voting yes and Council Member Zinnerman Abstain. The motion carried. h) Resolution 6935 Resolution 6935 was presented to the City Council to authorize the replacement of the HVAC system which services the Council Meeting room. A motion by Council Member Zinnerman was made to adopt Resolution Number 6935 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. 15. ORDINANCES: a) 24- 0910- 01 Ordinance 24- 0910- 01 was presented to the Council to consider amending the City' s Zoning Map for certain real property located at 236 Crossway Drive, Hueytown from MR to R2. A motion by Council Member Zinnerman was made to close the public hearing followed by a second to the motion by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. President Wright Closed the Public Hearing. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) No person came forward to address the Council. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn. Council President Wright declared the meeting adjourned at 6: 46P.
