278 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 22, 2024 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, October 22, 2024. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Mayor Stephen Ware was present with City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP was also present. There were four individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 22, 2024 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, October 22, 2024. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 01P.M. with approximately thirty individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Hurliman. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council Member Hurliman. 4. ROLL CALL Upon Roll Call, Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks being present. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were Present. 5. MEDIA RECOGNITION: Kailah Hegler representing the Western Star was present. 6. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the October 08, 2024, Pre - Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared _ the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Zinnerman made a motion to adopt the meeting agenda as published followed by a second to the motion by Council Member Pickens. The motion carried unanimously. A motion was made by Council Member Pickens to adopt Ordinance Number 24- 1008- 01 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. A motion was made by Council Member Pickens to return to regular session followed by a second to the motion by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Holly Garrett, 145 Midway Drive, addressed the Mayor and Council, stating that the neighborhood had recently held a meeting and expressed their gratitude to the Police Department. She noted that the efforts being made in the neighborhood are making a positive difference. b) Turner Dees, 249 Highland Drive, addressed the Mayor and Council as a follow- up for an update from the last meeting and expressed concern about the narrowing of the road leading up to his residence. The Mayor directed the question to Public Works Director Gant, who stated that the City' s Engineer will inspect the road and submit a report back to the Mayor. c) Terry Killough, 4816 16th Street Road, addressed the Mayor and Council regarding the Nuisance Abatement Process. Mr. Killough stated that the property at 4812 16th Street Road continues to be a nuisance due to overgrown weeds and accumulated trash. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn. Council President Wright declared the meeting adjourned at 7: OOP. M.. MAYORS REPORT The Mayor welcomed everyone in attendance and encouraged community members to participate in future meetings to address any concerns and stay informed about developments within the City. The Mayor announced that the Community -Wide Cleanup is scheduled for October 26, 2024, from 7: 00 a.m. to 3: 00 p. m. Additional details can be found on the City' s website: www. hueytownal. gov. The Mayor commended the recent interactive movie event hosted by the Arts Council, describing it as a great success. A special thanks was extended to Councilman Jacks for his efforts in making the event possible. In recognition of outstanding service, the Mayor presented a plaque to Mr. Christopher Essman, honoring his twenty-six years of dedication to the City. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens - no report. c) Public Safety Committee: Council Member Hurliman - no report. d) Public Works and Parks Committee: Council Member Jacks - no report and defers to the Park & Recreation Board report later in the meeting. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - no report. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Public Works Director Gant - no report. d) Building and Zoning Department: Inspector Humphries - no report. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce Council Member Jacks Reports: i. It' s Fall Ya' 11 Fall Fest event is scheduled for Saturday, October 26, 2024 from 11: 00a. m. to 1: 00p. m.. ii. The Hometown Banners are scheduled to be installed November 30, 2024. iii. The Chamber Chili Cook -off is scheduled for November 9, 2024 from 11: 00a. m. to 3; 00p. m.. iv. One Big Day of Holiday Cheer event is scheduled for Saturday, December 7, 2024 starting with the 36th annual Christmas Parade beginning from 1: 00p. m. to about 3: 00p. m.. v. Christmas Tree Lighting is scheduled for December 7, 2024 from 4: 00p. m. to 6: 00p. m. at the City Center Park. vi. Supper with Santa event is scheduled for Thursday, December 12, 2024. vii. The first ever Interactive theater event showing of Hocus Pocus was a great success. Jacks thanks the Mayor, Council and the Public Works Department for their support to the Art' s Council. ii. Be on the lookout for the upcoming Christmas Cabaret event. iii. Announced the Candy Lane Express event upcoming in November. iv. The Board met last Tuesday. ii. Announced Youth Basketball is returning to Hueytown and is in the process of formalizing the Youth Basketball League. iii. Continues to address cameras in the Parks and seeking to have cameras setup before the baseball season begins. iv. States the Softball league has submitted electric utility invoices for reimbursement by the City. v. CORRESPONDENCE a) The Mayor and Council were supplied information regarding a nuisance matter for the property located at 2518 161h Street North, Hueytown. The property owner has complied the requirements as requested by the Council at the September 24, 2024 Public Hearing meeting. b) The Mayor and Council were supplied information from Classic Towing 8v Recovery, LLC regrading the eighth annual Slow Down, Move Over Rally. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 435, 798. 85 and made a motion to approve the list of bills which were presented for payment followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. There was no further action taken on Resolution Number 6943. b) Resolution 6944 Resolution 6944 was presented to the Council to appropriate funds for the fiscal year 2023- 2024 City Budget. A motion by Council Member Zinnerman was made to table Resolution Number 6944 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. c) Resolution 6945 Resolution 6945 was presented to the Council to declare a Public Nuisance and order the abatement of Weeds, Trash and/ or Inoperable Vehicle for the property located at 804 Overlook Circle, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6945 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. d) Resolution 6946 Resolution 6946 was presented to the Council to declare a Public Nuisance and order the abatement of Weeds, Trash and/ or Inoperable Vehicle for the property located at 128 Avalon Avenue, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6946 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. e) Resolution 6947 Resolution 6947 was presented to the Council to declare a Public Nuisance and order the abatement of Weeds, Trash and/ or Inoperable Vehicle for the property located at 2935 Allison Bonnett Memorial Drive, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6947 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. h) Resolution 6950 Resolution 6950 was presented to the Council to order the abatement of a Public Nuisance of an unsafe structure located at 6120 Pruitt Drive, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6950 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. i) Resolution 6951 Resolution 6951 was presented to the Council to authorize the Mayor to execute a new lease between the City of Hueytown and the Jefferson County Board of Education for the use of the Hueytown Primary School Athletic Facilities. A motion by Council Member Zinnerman was made to adopt Resolution Number 6951 followed by a second to the motion by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. j) Resolution 6952 Resolution 6952 was presented to the Council to acknowledge the receipt of funds from the estate of Billy Smith Roberts for the preservation, housing and display of historical items relevant to the City of Hueytown. A motion by Council Member Hurliman was made to adopt Resolution Number 6952 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. k) Resolution 6953 Resolution 6953 was presented to the Council to approve the Alcohol License for JDS Company, LLC located at 242 Forest Road, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6953 followed by a second to the motion by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. 15. ORDINANCES: a) N/ A 16. City Inspections Officer addressed Mr. Kellough' s concerns regarding this matter. c) Lois Reese at 101 Greenridge Terrace addressed the Mayor and Council regarding farm animals in the City. Ms. Reese states there are chickens coming onto her property. Ms. Reese spoke of vehicles not stopping at the four-way stop sign and heavy trucks speeding on Johns Road. d) Holly Garren at 145 Midway Drive addressed the Mayor and Council regarding the property located at 141 or 143 Midway Drive of having overgrown vegetation. e) Judy L Booker Hudson at 114 Greenridge Terrace addressed the Mayor and Council of a mattress across the street of her home. The Mayor directed Public Works Department to pickup the mattress. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn.
