MINUTES OF PRE -COUNCIL MEETING
CITY OF HUEYTOWN, ALABAMA
TUESDAY, DECEMBER 10, 2024
The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council
Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, December
10, 2024.
President Pro- tempore Jacks called the meeting to order with Council Members
Zinnerman, Pickens, Hurliman and Jacks present. Council Member Wright and
Mayor Ware were absent. City Attorney, Charlie Waldrep, of Waldrep Stewart 8v
Kendrick, LLP was present. There were four individuals in the audience.
The purpose of the meeting was to discuss general municipal business and review
the City Council Meeting Agenda.

A regular meeting of the City Council of the City of Hueytown, Alabama, was held in
the Council Chamber meeting room at the Hueytown City Hall on Tuesday,
December 10, 2024.
1. CALL TO ORDER:
The meeting was called to order by Council President Pro- tempore Jacks at 6: 03
p. m., with approximately eight individuals present in the audience.
2. INVOCATION:
The invocation was given by Council Member Pickens.
3. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Council Member Pickens.
4. ROLL CALL
Upon Roll Call, Council Members Zinnerman, Pickens, Hurliman and Jacks being
present and Council Member Wright absent. Mayor Stephen Ware was absent and
City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP was Present.
5. ELECTION OF COUNCIL PRESIDENT:
Council Member Zinnerman nominated Council Member Hurliman to serve as the
Council President. There were no other nominations.
Upon roll call vote, President Pro- tempore Jacks and Council Members Zinnerman
and Jacks voted in favor with Council Member Hurliman abstain from the vote.
There were no opposing votes.
6. ELECTION OF COUNCIL PRO- TEMPORE:

Council Member Pickens nominated Council Member Zinnerman to serve as
Council President Pro- tempore followed by a second to the nomination by Council
Member Jacks.
Upon roll call vote, President Hurliman and Council Members Zinnerman, Pickens,
and Jacks voted in favor with Council Member Hurliman abstain from the vote.
There were no opposing votes.

7. MEDIA RECOGNITION:

8. APPROVAL OF MINUTES
Council Member Jacks made a motion, seconded by Council Member Pickens, to
approve the minutes of the following meetings as previously received, thereby _
dispensing with the reading of the minutes:
December 10, 2024: Pre -Council and Council Meetings
Upon roll call vote, President Hurliman and Council Members Zinnerman, Pickens,
and Jacks voted in favor. There were no opposing votes.
President Hurliman declared the minutes approved.
9. ADOPT AGENDA FOR THE MEETING:
Council Member Pickens made a motion to adopt the meeting' s amended agenda as
published. The motion was seconded by Council Member Jacks.
Upon roll call vote, President Hurliman and Council Members Zinnerman, Pickens,
and Jacks voted in favor. There were no opposing votes.
10. MAYORS REPORT
The Mayor was absent from the meeting.
11. STANDING COMMITTEE REPORTS
a)
Finance Committee: Council Member Zinnerman, no report.
b) Planning and Development Committee: Council Member Pickens - no
report.
c)
Public Safety Committee: Council Member Hurliman - no report.
d) Public Works and Parks Committee: Council Member Jacks - No report, as
the Park &
Recreation Board meeting is scheduled for next week. Council
Member Jacks expressed gratitude to the Public Works Department for
their efforts in for the Christmas
preparing Tree Lighting event.
Additionally, Jacks thanked the Police and Fire Departments for their
contributions to the success of the annual Christmas Parade, which
featured a record - breaking 120 floats this year. Jacks also supplied an
update of progress being made at the Family Life Center.
a) Police Department: Chief Yarbrough - thanks to the Police Department
and to all involved to make the Christmas Parade a great success.
b) Fire Department: Chief Sullivan - No Report.
c) Public Works/ Street and Parks Department: Public Works Assistant
Director Salter - no report.
d) Building and Zoning Department: Inspector Humphries - no report.
12. GREAT THINGS HAPPENING IN HUEYTOWN
a)

i. The 36' annual Christmas Parade was held which was a great success
with a record of 120 floats.
ii. Breakfast with Santa event is scheduled for Thursday, December 12,
2024 and is a sold out event with approximately 215 folks registered to
attend.

iv. Remember to Shop Local!
13. CORRESPONDENCE
a) There was no correspondence to report.
14. BILLS FOR APPROVAL
Council Member Zinnerman presented a list of bills totaling $ 150, 711. 53 and made
a motion to approve the list of bills which were presented for payment followed by a
second to the motion by Council Member Pickens.
Upon a roll call vote, President Hurliman and Council Members Zinnerman,
Pickens and Jacks voting yes. There were no nay votes. The motion carried
unanimously.

Ordinance Number 24- 1126- 01, concerning the annexation of contiguous real
property located at 2943 Oak Road, Hueytown, was presented to the Council.
Council Member Pickens moved to adopt Ordinance Number 24- 1126- 01, with
Council Member Jacks seconding the motion.
Upon a roll call vote, Council President Hurliman and Council Members
Zinnerman, Pickens, and Jacks voted in favor. There were no opposing votes, and
the motion passed unanimously.
b) 24- 1126- 02
Ordinance Number 24- 1126- 02, concerning to amend the Codification Of
Ordinances for the City of Hueytown to change the Municipal Election Polling
location from the Hueytown Community Storm Shelter located at 104 Forest Road
to the Hueytown Family Recreation Center located at 1348 Hueytown Road.
Council Member Zinnerman moved to adopt Ordinance Number 24- 1126- 01, with
Council Member Pickens seconding the motion.

Upon a roll call vote, Council President Hurliman and Council Members
Zinnerman, Pickens, and Jacks voted in favor. There were no opposing votes, and
the motion passed unanimously.
17. EXTEND THE FLOOR TO THE PUBLIC
Before opening the floor to public comments, President Hurliman reminded
attendees of the following guidelines:
Individuals wishing to address the Council must state their name and
address.
Speakers must be residents of Hueytown.
Comments are limited to three minutes per person.
a) No individuals came to speak before the Council.
18. ADJOURNMENT
With no further business to come before the Council Meeting, Council Member
Pickens made a motion to adjourn. Council President Hurliman declared the
meeting adjourned at 6: 13P. M..
