MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER 26, 2024 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, November 26, 2024. President Wright called the meeting to order with Council Members Zinnerman, Hurliman and Jacks present and Council Member Pickens absent. Mayor Stephen Ware was present with City Attorney, Robert Rosenberg, of Waldrep Stewart & Kendrick, LLP was also present. There were six individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER 26, 2024 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, November 26, 2024. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 02 p. m., with approximately thirteen individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Hurliman. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council Member Hurliman. 4. ROLL CALL Upon roll call, the following council members were present: Council Member Zinnerman Council Member Hurliman Council Member Wright Council Member Jacks Council Member Pickens was absent. Mayor Stephen Ware and City Attorney Robert Rosenberg of Waldrep, Stewart 8s Kendrick, LLP were also present. 5. MEDIA RECOGNITION: There was no media present. 6. APPROVAL OF MINUTES Council Member Zinnerman made a motion, seconded by Council Member Hurliman, to approve the minutes of the following meetings as previously received, thereby dispensing with the reading of the minutes: November 26, 2024 Council Meeting Minutes Page 1 Of 6 294 November 12, 2024: Pre -Council and Council Meetings Upon roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted in favor. There were no opposing votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Jacks made a motion to adopt the meeting' s amended agenda as _ published, with the following additional amendment: a) Add item F Resolution 6979 The motion was seconded by Council Member Zinnerman. Upon roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted in favor. There were no opposing votes. The Mayor welcomed everyone in attendance and encouraged community members to participate in future meetings to voice concerns and stay informed about developments within the City. The Mayor regrettably reported that the Golden Gophers were not successful in winning the championship game but expressed optimism for a successful season next year. The Mayor also reminded everyone to show love and kindness during the upcoming Iron Bowl game. Additionally, the Mayor extended warm wishes for a wonderful Thanksgiving Holiday to all. Finally, the Mayor acknowledged the department heads and expressed gratitude for all they do for the City. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens - absent. c) Public Safety Committee: Council Member Hurliman - no report. d) Public Works and Parks Committee: Council Member Jacks - no report. 10. OFFICERS REPORT a) Police Department: Lieutenant Richardson reported that two officers have completed their training at the Academy, and three new officers are scheduled to begin their training in January 2025. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Public Works Director Gant - no report. d) Building and Zoning Department: Inspector Humphries - absent. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce Debbie Kiker, Executive Director Reports: i. A donation was presented to the Alabama Pet Pantry from funds raised at the Paw- Palooza event held earlier this year. November 26, 2024 Council Meeting Minutes Page 2 Of 6  295 ii. The 36th Annual Christmas Parade is scheduled for December 7, 2024, from 1: 00 PM to 3: 00 PM. iii. The Christmas Tree Lighting will take place on December 7, 2024, from 4: 00 PM to 6: 00 PM at the City Center Park. iv. The Supper with Santa event is scheduled for Thursday, December 12, 2024. v. The Countdown to Christmas begins on December 1, 2024, at 4: 00 PM at City Center Park. vi. Additional information is available on the Chamber' s website at www. hueytownchamber. com. vii. Remember to Shop Local! b) Hueytown Arts Council, Jay Jacks, Reports: i. The Candy Cane Lane Holiday Market event was held on November 16, 2024, at the Hueytown Family Recreation Center from 10: 00 AM to 2: 00 PM, drawing approximately 800 attendees. ii. The Christmas Cabaret event is scheduled for Saturday, December 14, 2024, at 6: 00 PM at the Hueytown Family Recreation Center. iii. CORRESPONDENCE a) There was a letter of appreciation distributed to the Mayor and Council from the Boys and Girls Club. 13. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 253, 999. 43 and made a motion to approve the list of bills which were presented for payment followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. RESOLUTIONS: a) Resolution 6974 Resolution 6974 was presented to the Council to declare a public nuisance and order the abatement of weeds, trash, and/ or inoperable vehicles on the property located at 1714 Edgehill Drive, Hueytown. Council Member Jacks made a motion to adopt Resolution 6974, which was seconded by Council Member Hurliman. Upon a roll call vote, President Wright and November 26, 2024 Council Meeting Minutes Page 3 Of 6 CO• Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. b) Resolution 6975 Resolution 6975 was presented to the Council to authorize the Employee Assistance Program ( EAP) benefit agreement with Uprise Health. Council Member Hurliman made a motion to adopt Resolution 6975, which was _ seconded by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. c) Resolution 6976 Resolution 6976 was presented to the Council to authorize agreements with Alabama Power Company for the attachment of holiday decorations and banners. Council Member Jacks made a motion to adopt Resolution 6976, which was seconded by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. d) Resolution 6977 Resolution 6977 was presented to the Council to declare certain municipal personal property within the Police Department as surplus, no longer needed for public purposes, and authorize its disposal. Council Member Hurliman made a motion to adopt Resolution 6977, which was seconded by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. e) Resolution 6978 Resolution 6978 was presented to the Council to amend Resolution Number 6638, entitled Grant Application for West Rock Mountain Preserve and Dee Hendricks Road Access, which was adopted at the August 22, 2023, Council Meeting. Council Member Zinnerman made a motion to adopt Resolution 6978, which was seconded by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. fl Resolution 6979 Resolution 6979 was presented to the Council, authorizing the Mayor and City -- Treasurer to open a bank account with ServisFirst Bank for the proceeds of the General Obligation Warrant Series 2024. Council Member Hurliman made a motion to adopt Resolution 6979, which was seconded by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. November 26, 2024 Council Meeting Minutes Page 4 Of 6  297 15. ORDINANCES: a) 24- 1126- 01 Ordinance 24- 1126- 01 was presented to the Council for its first reading and public hearing. This ordinance proposes the annexation of certain real property located at 2943 Lone Oak Road, Hueytown, which is contiguous to the City of Hueytown. After confirming that no individuals came forward to address the Mayor and Council regarding this matter, Council Member Zinnerman made a motion to close the public hearing. b) 24- 1126- 02 Ordinance 24- 1126- 02 was presented to the Council for its first reading and public hearing. This ordinance proposes amending the codification of ordinances for the City of Hueytown to change the municipal election polling location from the Hueytown Community Storm Shelter to the Hueytown Family Recreation Center. After confirming that no individuals came forward to address the Mayor and Council regarding this matter, Council Member Zinnerman made a motion to close the public hearing. c) 24- 1126- 03 Ordinance 24- 1126- 03 was presented to the Council for its first reading and public hearing. This ordinance authorizes the issuance, delivery, and payment of sale, 1, 935, 000. 00 principal amount of General Obligation Warrants, Series 2024, dated December 3, 2024. After no individuals came forward to address the Mayor and Council regarding this matter, Council Member Zinnerman made a motion to close the public hearing. Council Member Zinnerman then made a motion to suspend the rules and move the ordinance to a vote, which was seconded by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. Council Member Zinnerman subsequently made a motion to vote on Ordinance 24- 1126- 03, which was seconded by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. Finally, Council Member Jacks made a motion for the Council to return to regular session, which was seconded by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman, Hurliman, and Jacks voted yes, and the motion carried unanimously. 16. EXTEND THE FLOOR TO THE PUBLIC Before opening the floor to public comments, President Wright reminded attendees of the following guidelines: Individuals wishing to address the Council must state their name and address. Speakers must be residents of Hueytown. Comments are limited to three minutes per person. November 26, 2024 Council Meeting Minutes Page 5 Of 6  a) Ms. Julie Maxwell, of 100 Viola Avenue, addressed the Mayor and Council seeking an update regarding the drainage ditch at 102 Viola Avenue. The Mayor informed her that the Public Works Department will review the issue tomorrow morning. b) The Mayor spoke about the City' s department heads and introduced Officer Stephanie Robertson, one of the City' s Ordinance Enforcement Officers. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn. Council President Wright declared the meeting adjourned at 6: 26P.
