PUBLIC HEARING: Notice is hereby given that the City Council of the City of Humble, Texas will hold a Public Hearing on Thursday, February 10, 2022 in the City Council Chamber located in City Hall, 114 W. Higgins St., Humble, Texas. The purpose of the Public Hearing is to discuss the use of federal grant funds, funded through the American Rescue Plan Act of 2021 as part of the Coronavirus Local Fiscal Recovery Funds (CLFRF) program, for two priority drainage improvement projects. 6. Presentation, possible action, and discussion on the approval of Ordinance No. 22-917, an ordinance authorizing a General Joint Election to be held on May 7, 2022, for the purpose of electing a City Council Member Place 3, a City Council Member Place 4, and a City Council Member Place 5, by the qualified voters of the City of Humble, Texas; establishing early voting locations and polling places for this election; and making provisions for conducting the election. Presentation, possible action, and discussion on the approval of Ordinance No. 22-918, an ordinance ordering a Special Election to be held on May 7, 2022, for the purpose of submitting to the qualified voters nine propositions to amend the City of Humble’s Home Rule Charter regarding: (1) the powers and duties of the city manager; (2) council’s power to set officer compensation and improve neighborhoods; (3) the rearrangement, numbering and review of the city charter; (4) the city’s audit report, budget hearings, and city contracts; (5) the conduct of elections and qualifications for city council; (6) notice requirements for lawsuits against the city and actions by the city, (7) official’s conflicts of interest; (8) the elimination of outdated and unnecessary charter provisions; and (9) misspellings and other nonsubstantive changes; providing an estimate of the anticipated fiscal impact of the proposed amendments, if adopted; establishing procedures for conducting the election; and providing an effective date. Presentation, possible action, and discussion on the approval of Resolution No. 22-849, a resolution of the City of Humble, Texas, announcing two American Rescue Plan Act Funded Projects. 9. COMMUNITY ANNOUNCEMENTS. The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Page 3 of 4 February 10, 2022 Regular City Council Meeting Agenda Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda. 10.
