Higgins Street Humble, Texas 77338 1. CALL TO ORDER. 2. INVOCATION AND PLEDGE OF ALLEGIANCE. 3. HEAR VISITORS: During this time a citizen may address the City Council on any item which does not appear on the posted Agenda. Registration forms are available at the meeting and on our website. This form should be completed and returned to the City Secretary no later than ten (10) minutes prior to the beginning of the meeting. Upon stepping to the podium, the speaker must state their name, and city of residence. Each speaker’s remarks are limited to three (3) minutes. The City Council will listen and receive the information presented by the speaker, ask staff to look into the matter, or place the issue on a future agenda. Topics of operation concerns shall be directed to the City Manager. Comments should not personally attack other speakers, Council Members or staff. 4. CONSENT AGENDA: Ministerial or “housekeeping” items that can be voted on in one motion as allowed by law. Presentation, possible action, and discussion on the approval of Ordinance No. 22-931, an ordinance amending Chapter 32 “Second Hand Goods,” Article III “Precious Metals and Gems Dealers” of the Code of Ordinances of the City of Humble, Texas, relating to metal recyclers and secondhand resellers; declaring certain conduct to be unlawful and providing a penalty therefor; containing findings and other provisions relating to the foregoing subject; providing for severability; and providing for an effective date. Presentation, possible action, and discussion on the approval of Ordinance No. 22-932, an ordinance of the City of Humble, Texas, amending Chapter 12 “Building and Building Regulations,” Article IX “Tents and Other Temporary Structures” by repealing Article IX in its entirety and replacing with a new Article IX titled “Tents and Other Temporary Structures;” making certain findings; providing a penalty; providing for severability; and providing for publication and an effective date. 7. Presentation, possible action, and discussion on approval of a Request for Variance from the City of Humble Ordinance Section 38-23 (5), Building Setback Restrictions, Pipelines, Railroad rights- of-way, easement building set-back of 15’ for the Jack Fields Elementary School, Humble ISD. 8. Presentation, possible action and discussion regarding renewing the terms for the Northeast Hospital Authority Board Members, Roy Hearnsberger, Tim Baker, Dr. Roger Brown and Mike Hardage whose terms expired on April 30, 2022. 9. COMMUNITY ANNOUNCEMENTS. The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda. 10.
