Higgins Street Humble, Texas 77338 1. CALL TO ORDER. 2. INVOCATION AND PLEDGE OF ALLEGIANCE. 3. HEAR VISITORS: During this time a citizen may address the City Council on any item which does not appear on the posted Agenda. Registration forms are available at the meeting and on our website. This form should be completed and returned to the City Secretary no later than ten (10) minutes prior to the beginning of the meeting. Upon stepping to the podium, the speaker must state their name, and city of residence. Each speaker’s remarks are limited to three (3) minutes. The City Council will listen and receive the information presented by the speaker, ask staff to look into the matter, or place the issue on a future agenda. Topics of operation concerns shall be directed to the City Manager. Comments should not personally attack other speakers, Council Members or staff. 4. CONSENT AGENDA: Ministerial or “housekeeping” items that can be voted on in one motion as allowed by law. Department Reports c. Correspondence 5. PUBLIC HEARING ON TAX INCREASE: 2022 Tax Year Proposed Property Tax Rate for the City of Humble, Texas. A tax rate of $0.251580 per $100 valuation has been proposed by the governing body of City of Humble. The proposed tax rate is greater than the voter-approval tax rate but not greater than the de minimis rate. However, the proposed tax rate exceeds the rate that allows voters to petition for an election under Section 26.075, Tax Code. If City of Humble adopts the proposed tax rate, the qualified voters of the City of Humble may petition the City of Humble Page 1 of 4 October 13, 2022 Regular City Council Meeting Agenda  to require an election to be held to determine whether to reduce the proposed tax rate. If a majority of the voters reject the proposed tax rate, the tax rate of the City of Humble will be the voter- approval tax rate of the City of Humble. All citizens are urged to attend and express their views at the public hearing on the proposed tax rate. 6. Presentation, Possible action, and discussion of Ordinance No. 22-943, an ordinance of the City of Humble, Texas; providing for the levy and collection of ad valorem taxes of the City of Humble, Texas for the Year 2022; providing the date on which such ad valorem taxes shall be due and payable; providing for penalty and interest on all taxes not timely paid; providing for severability; and, repealing all other ordinances or parts of ordinances inconsistent or in conflict herewith. 7. Presentation, Possible action, and discussion of Ordinance No. 22-944, an ordinance amending the City of Humble Ordinance 22-941, passed and approved the 13th day of September 2022 and being an ordinance adopting the City of Humble Budget for Fiscal Year 2022-2023, by adding to the budget adopted hereby an Addendum No. 1; providing for a certain amendment to such budget; making certain findings; and providing other matters related to the subject. 8. Presentation, possible action, and discussion on approval of an Interlocal Agreement between the City of Humble and the Texas Department of Motor Vehicles for Scofflaw Services for marking Texas Motor Vehicle Registration records. 9. Presentation, possible action and discussion on the reappointment of Public Works Director Mark K. Arnold, City Council Member Charles “Andy” Curry, Dr. Stephanie Bolden, Animal Control Officer Lauren Hartis, and, Animal Welfare/Volunteer Deana Sellens to the City of Humble Animal Shelter Advisory Committee for a two (2) year term ending September 30, 2024. 10. Presentation, possible action, and discussion on approval of a Development Plat for Signature Electric, a tract of land containing 0.7499 acres, out of Block No. Three (3) of the C. Bender, Sr., north addition to the Town of Humble, out of the W.B. Adams Survey, in Harris County, Texas according to the map thereof, recorded in Volume 1, Page 101 of the deed records of Harris County, Texas, located at 1107 N. Houston Ave. 11. Presentation, possible action, and discussion on approval of a street closure on October 23, 2022 from 4:00 p.m. to 6:30 p.m. for the First United Methodist Church Annual Trunk or Treat event. 15. Presentation, possible action and discussion on approval of the City of Humble 2023 Holiday Schedule. 16. COMMUNITY ANNOUNCEMENTS. The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda. 17.
