Higgins Street Humble, Texas 77338 1. CALL TO ORDER. 2. INVOCATION AND PLEDGE OF ALLEGIANCE. 3. HEAR VISITORS: During this time a citizen may address the City Council on any item which does not appear on the posted Agenda. Registration forms are available at the meeting and on our website. This form should be completed and returned to the City Secretary no later than ten (10) minutes prior to the beginning of the meeting. Upon stepping to the podium, the speaker must state their name, and city of residence. Each speaker’s remarks are limited to three (3) minutes. The City Council will listen and receive the information presented by the speaker, ask staff to look into the matter, or place the issue on a future agenda. Topics of operation concerns shall be directed to the City Manager. Comments should not personally attack other speakers, Council Members or staff. 4. Presentation, possible action and discussion on approval of Ordinance 23-959, adopting the Fiscal Year 2024 Budget for the City of Humble, Texas; appropriating the several sums allocated for the purpose therein named; providing an effective date. Presentation, possible action and discussion on approval of Resolution 23-866, acknowledging receipt of certified taxable value, certified appraisal roll, certified anticipated collection rate, tax rate calculation worksheet and related information; adopting the calculated tax rate using the values shown in the certified appraisal roll as the city’s proposed 2023 tax rate to be considered for adoption at a public hearing for that purpose; and making other provisions related to the subject. 7. Presentation, possible action and discussion on approval of a funding agreement between the City of Humble and Partnership Lake Houston to provide Economic Development Services in the amount of $117,000.00. 8. Presentation, possible action, and discussion on approval of a Chapter 380 Development Agreement between the City of Humble and CRP/PDC PortNorth 59 Owner, LP providing for the share in costs related to the construction of waterline improvements and Rankin Road intersection improvements. 9. Presentation, possible action, and discussion on approval of a Humble Commerce Center, a subdivision of 17.480 acres (761,409 square feet) of land, situated in the Columbus C. Shelby Survey, Abstract No. 693, City of Humble, Harris County, Texas, being a replat of unrestricted reserve "A", Block 1, Puerta Verde Reserve, according to the map or plat thereof recorded in Film No. 687229 of the map records of Harris County, Texas. 10. Presentation, possible action, and discussion on approval of a Development Plat of a Humble Commerce Center, being 17.480 acres (761,409 square feet) of land, situated in the Columbus C. Shelby Survey, Abstract No. 693, City of Humble, Harris County, Texas. 11. COMMUNITY ANNOUNCEMENTS. The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda. 12.
