Recognize Police Officer Yesenia Rojas and Firefighter Josh Garrett as recipients of the 2023 Partnership Lake Houston City of Humble Peace Officer and Firefighter of the Year. 4. CONSENT AGENDA: Ministerial or “housekeeping” items that can be voted on in one motion as allowed by law. Items may be removed from the Consent Agenda for individual consideration and discussed or acted upon by a majority vote of the Council. a. PUBLIC HEARING ON TAX INCREASE: 2023 Tax Year Proposed Property Tax Rate for the City of Humble, Texas. A tax rate of $0.245351 per $100 valuation has been proposed by the governing body of City of Humble. The proposed tax rate is greater than the voter-approval tax rate but not greater than the de minimis rate and does not exceed the rate that allows voters to petition for an election under Section 26.075, Tax Code. If City of Humble adopts the proposed tax rate, the City of Humble is not required to hold an election so that voters may accept or reject the proposed tax rate and the qualified voters of the City of Humble may not petition the City of Humble to require an election to be held to determine whether to reduce the proposed tax rate. 6. Presentation, possible action and discussion on approval of Ordinance 23-960, providing for the levy and collection of ad valorem taxes of the City of Humble, Texas for the Year 2023; providing the date on which such ad valorem taxes shall be due and payable; providing for penalty and interest on all taxes not timely paid; providing for severability; and, repealing all other ordinances or parts of ordinances inconsistent or in conflict herewith. 7. Presentation, possible action, and discussion on approval of an Interlocal Cooperation Agreement with the City of Midlothian to purchase EMS supplies at their contracted pricing rates with BoundTree Medical. Presentation, possible action, and discussion on approval of a contract between the City of Humble and OpenGov, Inc. for accounting systems and licensing in the amount of $52,134.47 for a term of three (3) years. 9. Presentation, possible action, and discussion on approval of Bid #2023-12 and Change Order #1 for the Hirsh Park Fencing Project and award of the contract to Houston Quality Fence in the amount of $297,004.98. 10. Presentation, possible action, and discussion on approval of a Parade and Assembly Permit for a Car Show Parade by BK Event Center to be held on October 14, 2023 from 11:00 a.m. to 4:30 p.m. in the parking lot of Humble Park at 1712 E 1st St., Humble, Texas 77338. 11. COMMUNITY ANNOUNCEMENTS. The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda. 12.
