AUDIO/VIDEO ACCESS TO BROADCASTED MEETINGS: City Council and Planning Commission meetings are televised live on HBTV-3 Channel 3, and can be viewed via live or archived website at https://huntingtonbeach.legistar.com. Community Services MINUTES January 9, 2019 Commission CALL TO ORDER | ROLL CALL Chair Kreitz called the meeting to order at 6:01 pm at which time a quorum was met. PLEDGE OF ALLEGIANCE Lead by Commissioner Carchio. PUBLIC COMMENTS Judy Herring Simons stated that she was speaking on behalf of participants in an aqua class at the City Gym and Pool. Ms. Herring Simons claims the pool temperature is too low and provided a petition containing twenty-eight (28) signatures. PRESENTATIONS 1. Oath of Office Gomez administered the Oath of Office to newly appointed Commissioner, Lisa Kemmerer. Commissioner Kemmerer said she is happy to serve on the Community Services Commission. 2. Fall Volleyball Championship and Harry W. Montague Sportsmanship Award Presentation League Manager, Emily Richards introduced the program and thanked athletes, parents and instructors for participating in the fall season. Championship and Sportsmanship awards were presented by staff member, Yasmine Bravo. CONSENT CALENDAR 3. Minutes Approval - Request for approval of the minutes from the October 10, 2018 Community Services Commission meeting. Attachments: CS Commission Mtg. Minutes 10-10-18 Motion by Carchio, seconded by Schuetz, to approve the minutes as written. INFORMATIONAL ITEMS 4. Father Mondor and Pastor Sato Memorial Plaque - The memorial plaque and location were previously approved by Commission, however, the plaque is unable to be placed in the approved location and will now be located above the Bowman dedication plaque. Attachments: Tower Zero Slama provided background on the item saying Commission had previously approved the location of the plaque. Unfortunately, the placement was not possible in the original location. Slama provided a visual showing where the plaque will now be Page 2 of 2 Community Services MINUTES January 9, 2019 Commission located next to the Bowman dedication plaque. The reason for the relocation was due to electrical in the wall. The dedication was attended by Commissioner Schuetz. 5. Oak View Park/KaBOOM Grant - Sadono reported that a grant for play equipment was received from KaBOOM!, a non-profit organization that provides grants in areas of low socialeconomic status. The grant was awarded to provide play equipment at Oak View Park. Oak View Park is the first park on the play equipment priority list approved by Commission at the October, 2018 meeting. A collaborative workshop with children and adults will take place on January 10, 2019. The build date is scheduled for February 27, 2019. Sadono said that KaBOOM! is providing a 2500 square foot playground and with the existing play area at 5000 sf., the City would be responsible for the remaining upgrades. Discussion continued on other grants and the grant process. COMMITTEE REPORTS 6. Youth Sports Grant Committee - Slama reported that the 2018 Youth Sports Grant is on hold due to recent opinion provided by the City Attorney. The Youth Sports Grant Committee should review the current criteria and make recommendations for necessary changes in order to incorporate the latest updates of the Quimby Act and Parkland Improvement Fees. Staff will provide Quimby Act and Parkland Improvement Fees criteria and review the need for agreements with local school districts in order to provide grants to organizations using school district properties. Discussion ensued on the grant, the Quimby Act, and the need for the Youth Sports Grant to be held over. Slama informed Commission that although the funds will not be distributed through the grant, they will remain in the park fund and available for other park needs. Slama stated that Gomez will set up a meeting with the YSG committee once staff has gathered the pertinent information. COMMISSIONER/STAFF COMMENTS - Not Agendized Slama reported that a tree fell at Tarbox Park, demolishing the play equipment. Public Works removed the damaged equipment. Residents are voicing concerns of no play equipment in the park. Although not originally on the priority list, Tarbox Park should be considered a priority. Slama also announce the new 2019-2020 compliance period for ethics training. Parking passes will be provided to Commissioners upon submittal of a completion certificate. Gomez will provide Commissioners information for online training via email. Commissioners individually welcomed Commissioner Kemmer. Commissioner Thiel inquired regarding the playground grants. Sadono said she has attended the grant workshop and the fund amounts will be released in spring 2019. Page 1 of 2 Community Services MINUTES January 9, 2019 Commission Commissioner Green suggests getting the word out to the youth organizations that no grant will be available for the 2018/19 fiscal year. Commissioner Mantini filled in as Committee Chair at the Huntington Central Park Committee prior to the Commission meeting. She provided a report on the ground water information provided by the Public Works staff, and said a few eagle scout projects were reviewed. Commissioner Schuetz asked about city insurance. Slama responded that the City is self-insured. Commissioner Schuetz also inquired about the pool heat at the City Gym and Pool. Slama said the the pool was previously set higher, but recently lowered a few degrees for health and safety purposes, in line with the American Arthritis Foundations guidelines. ITEMS FOR FUTURE AGENDA CONSIDERATION None. ADJOURNMENT With no further business, the meeting was adjourned at 6:59 pm. Motion by Carchio, seconded by Kaub, to adjourn.
