PRESENTATIONS - None PUBLIC COMMENTS - None CONSENT CALENDAR APPROVAL OF MINUTES: Approval requested for the January 9, 2019 Community Services Commission meeting minutes. Motion by Carchio, seconded by Mantini. The motion carried: Ayes: Carchio, Green, Kaub, Mantini, Schuetz, Sterud, and Thiel Noes: NONE Absent: Collins, Kemmerer, Kreitz, and Miller Tarbox Park: Community Services and Public Works staff have determined that the condition of the playground equipment at Tarbox Park was not salvageable due to the destruction from a tree falling during a rainstorm. Staff is seeking Commission approval to amend the previously approved Park Playground and Equipment Page 1 of 4 Community Services MINUTES - Final February 13, 2019 Commission Replacement Priority List to immediately appropriate the funding for the installation of a new playground to City Council. Motion by Carchio, seconded by Mantini, to make recommendation to City Council to amend the previously approved Park Playground and Equipment Replacement Priority List and to recommend the immediate appropriation of funds for the installation of new playground equipment at Tarbox Park in the amount of $91,000. The motion carried by the following vote: Ayes: Carchio, Green, Kaub, Mantini, Schuetz, Sterud, and Thiel Noes: NONE Absent: Collins, Kemmerer, Kreitz, and Miller INFORMATIONAL ITEMS 1. Oak View Park / KaBOOM! Build Day – Staff applied for and received a grant to install new play equipment at Oak View Park, which is included on the Playground Equipment Priority List. The grant will allow for community involvement with Build Day scheduled for February 27, 2019, from 8 am – 3 pm. Those interested in volunteering can contact Nashya Sadono (Nashya.sadono@surfcity-hb.org). Discussion ensued on how the project will be coordinated. 2. City Gym & Pool, Pool Temperature – Slama has been in contact with Holland McNabb, Supervisor for the City Gym & Pool, who has been monitoring the pool temperature. McNabb reports that the pool temperature is holding at the recommended targeted range between 88-90 degrees. Staff has reported that several class participants have provided positive feedback on the pool temperature. 3. Youth Sports Grant Program – Slama reported that staff continues to gather information on the Quimby Act updates and the Parkland Improvement Fees criteria prior to scheduling a meeting with the Youth Sports Grant Committee. Thiel asked if the grant was anticipated for this year. Slama responded that it is too far into this fiscal year, and if approved again, the grant would be available for the 2019-20 fiscal year. Commissioner Green said that one of the items mentioned for review at the last meeting was the use of grant monies on school properties that are not under a use agreement with the City, with OVSD in that position. Green said that she had been in contact with the District and was informed that the agreement is with the City Attorney's Office for review. Page 2 of 4 Community Services MINUTES - Final February 13, 2019 Commission 4. Irby Park – Improvements to the undeveloped portion of Irby Park have been completed. A park identification sign, fencing, irrigation and planting were installed. Per the Irby Park Master Plan, Phase II will consist of a connection trail to the tot lot area, which has been submitted for CIP 19/20 and pending approval. COMMITTEE REPORTS Huntington Central Park Committee – Committee Chair Kaub reported that the subcommittee is doing great work and has honed their focus. As a pilot program, it can eventually be rolled out to other parks. Green also feels it could be a template to expand to other parks. Once the CIP budget is finalized, Committee will know which projects can be accomplished, although there are still a few projects to complete from the previous fiscal year. Other items discussed were the signage in HCP, additional irrigation, and Eagle Scout projects. Discussion continued on the clean up and beautification efforts at the park, and the development of a master plan. STAFF COMMENTS Slama announced the SANDS recreation guide went out and will be online shortly. A redesign of the guide is taking place for an updated look and a more user friendly feel. It should be available for the summer issue. Slama also reported that recreation is on track for 37,000 class enrollments this year.
