The motion carried by the following vote: AYES: Balitzer, Hunter, Larkin, Milligan, Ochs, Schauppner, and Van Voorhis NOES: None B) Public Works Department Overview Page 2 of 2 Harbor Commission MINUTES April 25, 2019 Tom Herbel, City Engineer, introduced the Public Works staff: Todd Broussard, Principal Civil Engineer, Infrastructure Debbie DeBow, Development Services Manager Scott Smith, Beach Maintenance Supervisor Andy Ferrigno, Principal Civil Engineer, Water Jim Merid, Environmental Services Manager, Water Quality & Trash Herbel presented a PowerPoint titled “Huntington Harbour Public Works Roles and Responsibilities” as it relates to the Commission. He discussed the following: • Waterways within the harbor and which jurisdiction has control of each waterway. o Harbor & Midway (partial) Channel, County of Orange o Long, Midway (partial) and Short Channel, City of HB • City owned bulkheads o Currently going through each to determine the infrastructure maintenance needs • City owned docks (French and Warner) • Beaches/Restrooms • Parks • Sand Replenishment o Trinidad, Seabridge and Davenport beaches were replenished last year. The County dredged the Santa River, they gave the City free sand. The City has to pay to have it hauled to the locations. • Dredging • Water Quality/ Trash o With the Edinger Bridge Project, the boom broke and a lot of trash spilled into the harbor o Several homeless encampments o Working with the County for a proactive maintenance approach o Small trash storm drains outside of the harbor o Currently have a contract with Harbor Clean to monitor the harbor once a week • Development/ Permitting o Docks • Capital Improvement Projects (CIP) o City budget year is July 1 thru June 30 o CIP process begins in December for projects greater than $50K  This is the time of the process for the Commission to voice your concerns to your Council Member  French Dock was project eight on the list of priorities • Smith responded: They will be replacing the French Dock and repairing the Warner Dock. o CIP funding sources  Approximately $3M a year from the General Fund  Federal, State and Orange County Transit Authority (OCTA) Grants  Parks Special Funds Page 1 of 3 Harbor Commission MINUTES April 25, 2019 Herbel asked if there were any question from the Members. • Chair Larkin – How do projects go forward? Regarding dredging, will the County take care of it? Smith responded: the City of Newport Beach has funded a water wheel with two block grants and have responsibilities of the water. There is no timeline of when it will be installed. Merid responded during the heavy/major rains trash and debris washed into the harbor. There were six marina trash skimmers picking up oil and grease, trash and partially submerged trash. They are owned by the City and are maintained by the City and grant partners Huntington Harbour Marina, Peter’s Landing Marina, Davenport Marina, and OC Parks. However, Marina Trash Skimmers do not work well with large flows from storm drains and catch basins. To address the heavy trash loading and large debris that is discharged into the harbor during rain events, the County needs to conduct surveillance of pipes greater than 36’ diameter on a monthly/biannual basis which it’s not doing at this time. • Member Balitzer – How often does the County dredge? Herbel responded the County dredges on an as needed basis. • Chair Larkin – It is very confusing on the State vs County vs City in the harbor. Docks vs bulkheads, who has authority? Herbel responded, the Coastal Commission responsibility, they are the ultimate authority. • Chair Larkin – Is the City is involved in new bulkheads. Herbel responded that the approval and concept is 1) Dock stations start in the Public Works Department, with City support and 2) Bulkheads start in the Community Development/Planning with City support and then are sent to the Coast Commission with City support. • Member Ochs – Asked are pump out stations the responsibility of the individual owners. Merid responded, the County has two stations and the City has one station at the Huntington Harbour Yacht Club. • Member Ochs – Who is responsible for City controlled beaches? Want to say that the swim line installed at Seabridge Park is a good idea. Baumgartner responded that he made the suggestion to install the swim line. • Member Balitzer – Has the City considered purchasing a dredging machine? Smith, we have researched it, however it is very expensive. • Chair Larkin – The City of Newport Beach is looking into purchasing a dredging machine. The City shares a helicopter, is it possible to share a dredging machine? Herbel responded that the State Lands approached the City to share expenses, however nothing came out of it, and it is too costly. • Member Schauppner – How the Commission would be able to notify/post meeting notices to harbor homeowners/businesses. Mayor Pro Tem Semeta suggested that the Commission could work with Julie Toledo, the City’s PIO. C) Furture Agenda Items Page 2 of 3 Harbor Commission MINUTES April 25, 2019 • May 23 – Fire Department, Marine Safety and Orange County Sheriff will discuss safety and enforcement in the Harbor o Member Van Voorhis asked if a discussion could be added on which agencies are responsible for kayaks and canoes within the harbor • June 27 – Municipal Code 2.65 – Harbor Commission discussion o Chair Larkin asked if the City would provide the Commission a copy of all the Municipal Codes that pertain to the Harbor and a list of what are the rules of the harbor • July 25 – State Lands Commission will discuss their operation ADJOURNMENT - At 5:59 PM The next regularly scheduled meeting of the Harbor Commission is Thursday, May 25, 2019, at 5:00 PM in meeting room B-7, lower level of the Civic Center, Huntington Beach, California.
