TheCityCouncilreviewed therecommendations oftheCharterReviewCommitteeanddiscussedmakingdeterminationson
selectionfortheNovemberballot. Concernsincludedballotlengthandabilityofvotertoclearlydeterminenecessityforinclusionat
thetimeofvotingweighedagainstdesireforimprovementtoCharter.

3. PUBLICHEARING
TheCityCouncilwillreceivepublicinputonproposalsforCharteramendmentsfortheNovemberballot.
MayorWoodwardbeganthepublichearingat6:04p.m.
KendallScudderspokeinsupportofloweringtheagetorunforCityCouncilandreducingthesizeoftheCouncil,particularly
byremovingat-largepositions.
MayorWoodwardclosedthepublichearingat6:14p.m.
4. PUBLICCOMMENT
LindaSummers, JohnSmither,ElizabethFlorer, andPamConnorspokeinsupportofMainStreetanditsbeneficialeffectson
theirbusinesses. CharlesSmither, Jr.spokeinoppositiontoitem5d,askingthattheCouncilnotofferitemsatsuchreduced
ratestoothertax-supportedentities. CarolSmith, formerCouncilmemberRonLange,PaulDavidhizar,SamanthaHumphrey
onbehalfofBillDaugette,ScottHornung, andformerCouncilmemberJimWillettspokeinsupportofitem7b,heapingpraise
uponPonchoRoberts’encouragementandtirelesseffortsinmakingtheaquaticcenterareality.

ApprovalofConsentAgendaauthorizestheCityManagertoimplementeachiteminaccordancewithstaffrecommendations.

CouncilmemberLollmovedtoapprovetheConsentAgendaandwassecondedbyCouncilmemberJohnson.Themotion
passedunanimously, 8-0.
6. STATUTORYAGENDA
a. Presentation, discussion,andpossibleaction toamendtheCityofHuntsville,TexasCodeofOrdinances,
specificallyChapter26 “LawEnforcement”, reaffirmingtheexistenceofthePoliceDepartment; andmakingother
provisionsandfindingsthereto; anddeclaringaneffectivedate,1streading.
PoliceChiefKevinLunsford,DirectorofPublicSafety,saidthedepartmentwasworkingtoreachstandardsforstate
recognition, oneofwhichrequiredadocumentoutliningtheinformationinOrdinance2013-33.
7. MAYOR/CITYCOUNCIL/CITYMANAGERANDCITYATTORNEYREPORT
a. Presentation,discussion,andpossibleaction onstatementsconcerningveteransaffairs. [CouncilmemberAllen]
CouncilmemberAllenrecountedhiseffortstoassistinacquisitionofasecondveteransaffairsofficerattheUniversity. He
saidfurtherthathedidnotbelievetherewasanymemberofCouncilwhowasnotsupportiveofveterans, inoppositionto
whatCouncilmembersaidhehadbeentoldbyAlHootenofSHSU. TheMayorsaidtheCityhadanactiveandvibrant
veteransaffairsboardandnotedotherveteransresourcesinthecommunity.
b. Presentation, discussion,and possibleaction toadoptResolution2013-12renamingtheCityofHuntsville
AquaticCenterinhonorofFrankD. “Poncho” Roberts. [MayorWoodward]
MayorWoodwardmovedtoadoptResolution2013-12renamingtheCityofHuntsvilleAquaticCenterinhonorofFrankD.
Poncho”Roberts andwassecondedbyCouncilmembersOlson,Johnson,andHumphrey. Themotionpassed
unanimously, 8-0.
c. CityManager’sReport
1. UpdatesonCityconstruction, grants,studies,Cityprojects,Citypurchases, andeconomicdevelopment.
CarolReed,DirectorofPublicWorks,updatedtheCouncilonWell #21,onwhichconstructionhadbeguninMay
2012duetodeclininggroundwatersupplies. Shenotedtherewasonecomponentlefttoinstallandthatallother
componentshadbeenindependentlytested. Ms.Reedsaidshebelievedthewellwouldproduceabout1000gallons
perminute.
8. PUBLICCOMMENT
KendallScudder spokeinforhaving 18-21-year-olds servingonCityCouncilandaCharteramendmentinsupportofsuch.
KatherineMcKenzieof12th StreetAntiquesaskedtheCounciltorememberhowoutstandingKimMcAuliffe’sperformancehas
beenatMainStreet. CouncilmemberKeithOlsonaskedtoclarifythathiscommentintheworkshopwasthathehadyettofind
someonewhowouldturnovertheircheckbookandbusinessdecisionstoaneighteen-year-old. PaulDavidhizarsaidhetook
exceptiontooneofMr.Scudder’scommentsabouttheconstitutionalityoftheCouncilmakeup,inthathefeltthe
representationwassimilartothemakeupofCongress.

10. ITEMSOFCOMMUNITYINTEREST
HearannouncementsconcerningitemsofcommunityinterestfromtheMayor,Councilmembers,andCitystafffor
whichnoactionwillbediscussedortaken.)
TheMayorremindedallthatvoluntary waterrestrictionscontinued. HeremindedeveryonethatcitizeninputonCharter
amendmentswasstillbeingrequested. CouncilmemberHumphreyannouncedthatSHSUwouldhavearegionalruralstudies
seminaronAugust1whichcouldberegisteredforonline.
11. EXECUTIVESESSION
a. CityCouncilwillconveneinclosedsessionasauthorizedbyTexasGovernmentCode,551.071and551.087 –
deliberationregardingeconomicdevelopmentnegotiationinvolvingProjectHogwarts. [MattBenoit,City
Manager,andAronKulhavy,DirectorofCommunityandEconomicDevelopment]
MayorWoodwardadjournedtheCouncilintoExecutiveSessionat7:05pm.
