DECEMBER 30, 2015
The City Council of the City of Idaho Falls met in Special Council Meeting, Wednesday, December 30,
2015, at the City Council Chambers in the City Annex Building located at 680 Park Avenue in Idaho Falls,
Idaho at 5:00 p.m.
There were present:

Councilmember Thomas Hally
Councilmember Ed Marohn
Councilmember Sharon Parry (by phone)
Councilmember David M. Smith
Councilmember Barbara Ehardt
Absent:
Councilmember Michael Lehto

Kathy Hampton, City Clerk
Mayor Casper called the meeting to order at 5:00 p.m. and stated a single matter of City business has
arisen which requires the attention and vote of the City Council. A business needs approval for a City
liquor license prior to New Year’s Eve. All paperwork was in order before the state and county and they
were under the impression that they could simply transfer the existing city license—a paper transaction.
The business only recently learned that this is incorrect. In order to open on New Year’s Eve, they
cannot wait until the next Council meeting on the 14th of January, 2016. Because New Year’s Eve is
perhaps the busiest in terms of revenue for the year, the new owner says he will go bankrupt if he cannot
open.
At the request of Mayor Casper, the City Clerk summarized City Code 4-2-5, stating upon receipt of an
application for a license under this Chapter, accompanied by the necessary license fee, the Clerk and
Chief of Police shall investigate all information and report the results of the investigation to the City
Council. If the Council determines that the premises are suitable for carrying on the intended business
and that the requirements of this Chapter have been met, a license shall be issued.
The City Clerk stated all approvals had been received by the Police Department.
It was moved by Councilmember Marohn, seconded by Councilmember Smith, to approve application for
Liquor by the Drink and Beer to be Consumed on Premise for Roadhouse Saloon LLC. Roll call as
follows:

Councilmember Parry
Councilmember Smith
Nay: None
Motion carried.

There being no further business, it was moved by Councilmember Ehardt, seconded by Councilmember
Hally, that the meeting adjourn at 5:05 p.m., which motion passed following a unanimous vote.
