IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, June 1, 2017 4:00 p.m., Annex Conference Room Minutes Attending: Renee Magee, Rox Mitro, Rachel McMurtrey, Hersh Mynarcik, Kim Smith, and Graham Whipple. Staff Brent McLane, Current Planner, and Debra Petty, Recording Secretary. Call to Order at 4:00 p.m. Introduction of Catharine Smith: Catharine is with the Downtown Development Corporation and is interested in filling the position left vacant by Krisi Staten. She needs to complete the application process and receive approval from the Mayor and City Council. Walking Tour June 24, 2017: Mynarcik said the booklet of historic churches is nearing completion and will be printed in-house by McLane. Registration and the start of the tour will take place at Dixon Dental parking lot, just west of the Wood Funeral Home on Elm Street. Registration will be from 10:00 a.m. to 11:30 a.m. The sign-up sheets need to be larger so ledger paper will be used. Whipple will not be available to attend the tour. Mynarcik said the brochure needs a couple to changes before it is ready. McLane will print 200 copies of the Historic Churches Tour brochure. Mynarcik will have a trial run of the tour on Thursday, June 22nd at noon. Those participating should meet at the City Annex Building. Most of the locations have adequate volunteer coverage for the event, except the Salvation Army building. Mynarcik said the ad needs to go in the paper June 11th and 18th. The flyer will be used as the ad for the newspaper. Magee said the ad needs to be very clear that a number of the locations will require private transportation. It was decided that “Walking” would be stricken from the flyer. The Commission is scheduled for the Farmer’s Market on June 10th and 17th. He is going to contact the manager of the Market so he knows where to setup. Chair Magee is available to help on the 10th. C. Smith may be able to cover on the 17th. Mynarcik needs the banner, the Historic Church’s Walking Tour Brochures (old ones), another volunteer for the 17th, and 150 copies of the flyer prepared by McLane. McLane said the Commission’s banner is patched and ready for use. There are two baskets of rocks in the Building Department for use at the Market if it is windy. The new pole signs, designed by Francisco Salinas, are ready. Idaho Falls Power will hang them on Monday. McLane said he would email the information to all who registered at last year’s tours on June 17th or 19th. Yard signs will be posted Saturday morning just prior to the tour. All that is left is getting a commitment from Commission members that can be present for the tour. Mynarcik will check one more time with the representatives of the churches and notify McLane if any volunteers are needed and he will email the information to the Commission. Historic Preservation Plan, Next Steps: McLane is asking for a time commitment by the Commission to craft the Historic Preservation Plan. Whipple would like the majority of the work done during regular meetings to start, then through subcommittees, and individual assignments. Brent is working on an outline and agenda for next month’s meeting. Both presenters, Gordon and L’Orange, recommended the SWOT Analysis. McLane said right now is may be as simple as deciding the purpose of the Plan. He said good visioning will be needed from the community upfront. He said September would be a good time to seek out public input. Whipple suggested sending out a survey via email by those who participated in the walking tour. Idaho’s Heritage Conference, September 20-22, 2017: K. Smith said it needs to be determined who will be attending the Idaho’s Heritage Conference, September 20-22, 2017 in Boise, Idaho. The Commission has a limited number of funds, but would like to at least cover registration for those attending. Lodging, meals, and transportation will be up to each individual. Mitro, Whipple, Smith, and Magee confirmed they will attend. Registration opens June 15th and is $85 per person. McLane said Commissioners can go online and find out more details. He will email the link to the website. Mynarcik said the 23rd is the Preservation Idaho Home Tour. HPC 6-1-17 Minutes - draft Page 1 of 2 Work Program: McLane would like the Commission to be thinking about items next year’s work program. Some funding is going to need to go toward printing of brochures the Commission is low on. Mitro would like staff to bring a copy of this year’s work program for comparison at the next meeting. Mitro asked if there was any feedback from the presentation at the City Council work session. McLane said no. Magee said Councilman Hally was positive about the work the Commission does. Roundtable Discussion: 1. Julie Williams is doing her own walking tour(s) every two weeks. She covers the historic downtown area. Catherine Smith is willing to put Williams’ information on the IFDDC website. 2. Magee made a presentation on historic preservation to 90 second graders about Eagle Rock and Taylor Crossing. They were very interested in what the original buildings looked like. I would be helpful to consolidate historic photos for use by everyone.
