Regular Meeting

Minutes
Attending: Renee Magee, Rox Mitro, Hersh Mynarcik, Catherine Smith, Kim Smith, and Julie Williams. Staff Brent
McLane, Current Planner, and Debra Petty, Recording Secretary.
Call to Order at 4:00 p.m.
Minutes: June 1, 2017: Motion by Mitro to approved the minutes of June 1, 2017, as corrected. Motion
seconded by Mynarcik and passed unanimously.
Walking Tour June 24, 2017, Debrief: All mentioned the wonderful job Hersh Mynarcik did planning the walking
tour and arranging the details. It was very successful and well attended. Estimated attendance was 125 people. Many
people did not know the Salvation Army was a church or familiar with its location. Some attending said the banners on
the power poles were bland and need to be brightened. There will be an opportunity to improve upon the banners next
year. It was tentatively decided the tour for 2018 would be of the North Ridge Historic District. There are a number of
homes in the district that would be of interest to the public.
New Applicant: Motion by Magee to recommend to the Mayor and Council approval of Carrie Anderson Athay
to fill the vacancy left by Tom Nance. Motion seconded by Mitro and passed unanimously.
Idaho’s Heritage Conference, September 20-22, 2017: McLane said the registration would be covered, but lodging
and food is up to the individual Commissioner. Mitro, Williams, Mynarcik, Smith, and McLane are planning to attend.
Historic Preservation Plan, Next Steps: The schedule prepared by McLane is very ambitious, but can be modified as
needed. The majority of the draft will be written by McLane during the holiday season when business is slower. Magee
suggested public outreach be done when children have returned to school. McLane will make the modifications to the
timeline. He envisions the Commission being divided into subcommittees to write portions of the plan. Williams is
very interested in working on the context of the plan. Because of her upcoming surgery she will have ample time to
complete that portion of the Plan. Magee asked about the goals that were talked about when Karen Gordon addressed
Historic Preservation Plans. McLane said she did have a slide of goals and was going to share them. He said there were
four of them which he will send out to the Commission. Williams asked if the assessment and analysis included
documents that already exist that include Historic Preservation. McLane said it included documents such as the
Comprehensive Plan, Design Guidelines, and The Downtown Plan. Of all, the Comprehensive Plan will be the largest
supporting document. Magee asked if the Analysis and Assessment would be brought before the Commission for
approval. She is concerned that with a large number of subcommittees when the plan finally comes together there will
be no buy-off. McLane said he understood. He said each subcommittee will present their work to the rest of the group
for comment and approval. He said he should have included time in the schedule for a second internal review by the
Commission of the Plan, Vision, Goals section and not just the public and stakeholders. He will revise part of the chart.
Williams said she remembers getting three-quarters of the way through the Cultural Management Plan for the tribes
while at the site and their work halted for ten years. He’s agreed to add a second review of the document as a whole by
the Commission. Mitro said one of the strengths to add to the S.W.O.T. is the number of buildings listed and
registered. McLane confirmed for Williams that the Commission would be involved with SHPO as they work through
the Plan. Mynarcik commented on the comment under weaknesses by Rachel, and said the Master Gardeners’ is
working on gathering information for the Japanese Garden which will be ready in time for the Eclipse. They plan to
have a booth setup for the entire three days.
McLane said the next important task of the Commission is to decide is who should be included in stakeholder meetings
and the types of public engagement should be used during the process. Mitro said Karen Gordon said the most
effective outreach is through public meetings/open houses. Mitro said Farmer’s Market is effective. Magee said the

library is effective as well. Magee suggested Community Night Out is another option. McLane said they are good
suggestions, but by the time the Commission is ready those events will be over. Mynarcik said September is a good
time because vacations are over and the kids are back in school. Williams suggested the Binyon Student Center at ISU.
K. Smith said EITC may also be worth considering. McLane asked how many public outreach events they want to
hold. It was agreed upon two public outreach venues, but Mitro believes there should be more than two. One
downtown and one outside the downtown. Williams suggested the Historic Preservation Facebook Page. With
thousands of members. She believes encouraging comments would be an effective method of outreach. The Facebook
page was more effective is getting the word out about the walking tour than the Post Register. Catherine Smith put the
information on their Facebook page for the tour.

Stakeholder group list for next meeting. Stephanie Rose and Professor on Tautphas, school district and from the City.
Areas not necessarily considered historic. Those with vested interest. Parks and Recreation.
SWOT Analysis, answer questions, and list of stakeholders send back to him as soon as possible. He feels a second
meeting is needed before the August meeting. Magee would like it at noon. Tuesday, July 25, 2017. McLane will send
out reminder. Limit stakeholder group to between nine and eleven.
Work Program: Limited due to Historic Preservation Plan. Some training, print more booklets. Will discuss at next
meeting.
