IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, December 6, 2018 12:00 p.m., Annex Conference Room Minutes Attending: Hereschell Mynarcik, Rachel McMurtrey, Roxane Mitro, Renee Magee, Kim Smith, Graham Whipple. Meeting called to order at 12:02 p.m. Training: Update on the Binders: Brent suggested that the nominations be left out of the training binders. He indicated that information is available in the office. Graham suggested that the draft nomination of South Downtown be in the binders. That is where the commission would find the baseline guidelines to review for projects. The Commission agreed. Renee recommended that the link to the National Register nominations on the SHPO site be included in the binders so that new members know where to find the nominations. (Brent got the power point ready as Hersch moved on to the next few items on the agenda) Minutes: Roxane made a motion to approve minutes from October 18, 2018. Kim seconded the motion. Graham abstained from voting because he was not present for the October meeting. The motion carried. 2019 Downtown Walking Tour: Some individuals have submitted building suggestions to Brent. Training: Renee went over a power point presentation. She explained how the 20th century industrial development, urban renewal and the design of the suburbs and where interstates were constructed (through the old/blight neighborhoods in cities) played a negative role and why preservation was needed. Renee went on to talk about a report “With Heritage So Rich,” coordinated by Lady Bird Johnson. It examined the effects of Federal actions on historic properties which resulted in the National Historic Preservation Act. Historic Preservation Plan: Brent passed out a draft of the goals and objectives as well as a rough draft of the outline of the plan. He asked that everyone take a look at them and get back to him with suggestions / comments before the next meeting. Updates: None. Roundtable Discussion: Renee commented that she didn’t feel that the goals in the plan reflect the stories of the buildings. The architecture may not be as grand as a building back east, but it is unique to this area. Brent added that at the Historic Preservation Conferences the speakers talk more about people than buildings. Graham stated that there are other landmarks to be aware of for nominations, besides the ones listed on the back of the plan. He feels the Commission needs to think about structures like Scottie’s Drive Through, or Wallace Dairy as an example. They are not your typical nominations, but they tell a story. Brent indicated that he has to submit grant applications to SHPO by the end of the month. He is asking for funding for tours, to have the Ridge Ave brochure recreated digitally, and to help with an app for your phone that will translate information from one language to another for some of the historic buildings on the tours. He is also going to ask for money for conferences, however that is usually at the bottom of the priorities. There was also some discussion regarding getting funding for nominating Fun Land.
