IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, January 3, 2019 12:00 p.m., Annex Conference Room Minutes Attending: Renee Magee, Hereschell Mynarcik, Carrie Athay, Graham Whipple, Julie Williams (phone). Meeting called to order at 12:06 p.m. Welcome Christopher White: Dr. White was not in attendance. Brent went over some of Dr. White’s knowledge and experience with the commission. Training: Julie went over National Register of Historic Places Criteria and touched on the Historic Preservation Act. She explained the Certified Local Government program, Idaho Code/ Statutes regarding Preservation of Historic Sites. She went over the establishment of City Ordinance and the creation of the City’s Historic Preservation Commission, the professional qualifications the commission members must have. Julie closed by explaining the annual CLG grant and the roll that city staff plays. Election of Officers: Chair-Hersh nominated Carrie, Julie seconded the nomination. No other nominations were made. The votes to elect Carrie as Chair were unanimous. Vice-Chair-Renee nominated Graham, Julie seconded the nomination. Hersch nominated Rachel, Carrie seconded the nomination. There were 2 votes for Graham and 3 for Rachel. Secretary/ Treasurer-Renee nominated Julie, Hersch seconded the nomination. Julie nominated Graham, Carrie seconded. Voting for Julie was unanimous. Elected officers are as follows: Chairman- Carrie Athay, Vice-Chair-Rachel McMurtrey, and Secretary/Treasurer- Julie Williams. 2019 Downtown Walking Tour: Heresh went over a list of suggested building and asked about narrowing them down. Graham indicated that there is not much left in the Post Office and the Rogers building may still be under construction, but the tour could be limited to the lobby. Graham also went on to explain that the Kingston Building, which used to be the old Bonmarche was part of the Rogers building. It appears from historic pictures that a retail extension of the hotel. He indicated that if the Rogers building were going to be part of the tour that building and the history of this building should be included as well. The Commission also discussed touring the outside or just the lobbies of the Crest building, the Celt, the post office and City Hall and touring the inside of the Rogers building, the Kingston building, the Phoenix, Syringa and the Idahoan. After discussing the length of the tours and number of people the Commission thought it would be best to exclude the Pheonix and the Celt. They discussed keeping the tour within a block, B and C Street and Shoup and Park Avenue and having information at the intersections. Displays could be placed at the Bonneville, Post Office and other buildings within the intersection explaining the history of the buildings with historic pictures. They also determined that if another tour takes place, like Eagle Rock the Pheonix and previously discussed building could be included in that tour. There was a lot of discussion as to how to conduct the tour. Some ideas mentioned were to have preregistration and breaking the tours into 4-5 groups of 25-30 people. Each group could have a different colored wrist band and tours of each building could be scheduled every half hour. There was some discussion of open house type tours. Committees were established to coordinate each tour: 1st Tour: Hereschell, Graham, and Renee. Brent and Carrie will assist as needed. 2nd Tour: Julie, Chris, Catherine and Rachel. Brent and Carrie will assist as needed. Historic Preservation Plan: Due to time restraints, Brent said he would e-mail what he has to everyone. Updates: Brent indicated that a few façade applications were possible, but nothing official yet and due to the government shut down it is unknown when things will move forward.
