Regular Meeting
Thursday, February 7, 2019

Minutes
Attending: Renee Magee, Hereschell Mynarcik, Carrie Athay, Graham Whipple, Kim Smith, Rachel
McMurtrey, Catherine Smith, and Christopher White.
Meeting called to order at 12:03 p.m.
Rachel Chaired the Meeting.
Welcome Christopher White: Rachel introduced Dr. White to the Commission and asked him to tell the
Commission a little bit about himself. Dr. White spoke about his education, experience and the boards
he is a member of and explained that he and his wife moved here to be closer to family.
Training and Binders: Julie was unable to attend and asked to postpone the training. However the
material for binders was distributed.
Minutes: Graham made a motion to approve the minutes from January 3, 2019. Carrie seconded the
motion. The motion carried unanimously.
2019 Downtown Walking Tour: Hersh went over a few of the building options and debated on the
Rogers building. Naysha explained Brent is out of the office but he asked her to let the Commission
know that the City was only granted $400.00 this year and Brent suggested the Commission only do one
tour. Catherine was going to see if the IFDDC could help with marketing expenses. The walking tour
committee (Renee, Hersh, Graham and Brent) agreed to meet to start planning. Hersh indicated that the
tour is always the 4th Saturday in June. This year it falls on June 22nd. Kim stated that he thought he
would be out of town for the tour, but will actually be here.
Historic Preservation Plan: No updates on the Plan.
SHPO Letter: Renee went over a letter from SHPO regarding moving buildings. SHPO prefers the building
stay where it is and moved buildings are not eligible for the National Register, however to retain
eligibility there are some options. Renee wanted to add this to the agenda again next moth so Julie
could add to the explanation. There was some discussion regarding the process for the decision to
move or demo a building. Renee explained her interpretation of Title 67. The discussion continued
regarding the process to set up districts and ordinances adopted within the district to protect building
from being demolished or moved. Renee also explained where funding comes from the National Parks
Service through SHPO. Unfortunately, the National Parks Service, SHPO and the National Trust do not
always have the same view of preservation and how to move forward.
Updates: Renee invited anyone to go with her to talk to first graders on the 15th. She also requested
coloring books to take with her. The Commission all agreed that more coloring books be printed. The
Commission also felt that if the coloring books were not paid for with grant money they could be sold.
They could be funded by IFDDC and the City of Idaho Falls. Kim also asked about sponsors, he indicate
Bank of Commerce will be celebrating its 60 year anniversary and will check to see if the Bank would
sponsor the coloring books.
Roundtable Discussion: Carolyn Abbot was at the meeting. She explained that she lived in a historic
home and it needs some work, however she doesn’t have the funds to fix the issues. Graham gave Ms.
Abbot some good information and the number of a contractor. Renee and Graham thought that she
may be eligible for tax credits because of the one room apartment in the basements, however it was
determined she would not qualify because it is owner occupied.
There was additional discussion regarding the Farrells Building.
