Members Present: Carrie Athay (Chair), Rachel McMurtrey (Vice Chair), Christopher White, Hereschell
Mynarcik, Kim Smith. Catherine Smith
Also Present: Current Planner Brent McLane
Meeting Called to Order: Carrie Athay called the meeting to order at 12:07 p.m.
Minutes: Catherine made a motion to approve the minutes from March 13, 2020 with a correction
noted by Chris. Hereschell seconded the motion and it passed unanimously.
2020 Walking Tour: Brent suggested canceling the walking tour as groups would be too large
considering the COVID-19 safety measures. The group discussed reasons why they believe it should be
canceled. Hereschell said with Graham leaving they are down one person and most people that come
are elderly and may not feel coming out this year. Carrie said even when the museum opens the
archives will be closed so it would be limited for research. Catherine is worried about the upfront work
with the committee not being able to do the research needed and made a motion to cancel the walking
tour this year. Kim seconded the motion. The motion passed unanimously.
Preservation Plan: Brent stated that the Preservation Plan could be continued while working from
home and asked for help to work on it. Catherine volunteered to help work on the Preservation Plan
with Brent. Carrie said she would help when she is available. Chris and Rachel volunteered their help as
well. Brent stated he would send out different sections and see what topics each person would like to
help with.
Update: Brent said the National Alliance of Preservation Commission has canceled the conference in
Tacoma this year. They have decided to hold it as an online conference instead. He stated that the
commission has grant funding to attend this and suggested using it to register anyone who was
interested in the online version. The cost is $100 per individual. Dates have not yet been announced.
The conference will also be recorded so you don’t need to listen live. Brent will email a link to anyone
interested.
Carrie stated the Idaho Heritage Conference has also been canceled. Brent said they are postponing it a
year and will be held in Pocatello next year. There is grant funding available for this as well and can be
held over for next year.
Roundtable: No further discussion was held.

In response to the COVID-19 crises, on March 19, 2020, Governor Brad Little issued a
proclamation suspending the portion of Idaho Code 74-203(5) which requires government agencies
to allow the public to attend public meetings in person. The purpose of the proclamation was to
allow public business to be conducted while also following guidance to limit gathers to 10 or fewer
people. The proclamation encouraged, but did not require, public agencies to provide other means
of participation. Idaho Falls believes in public participation and has established the following
methods of participation:
1. Provide any written testimony to bmclane@idahofallsidaho.gov. Written testimony will be sent to
the commission and read into the record verbatim during the hearing.
2. If you wish to provide oral testimony, you may do so remotely through a Webex meeting. The
Webex will allow you to watch and listen to the meeting, as well as provide testimony. You may
participate with a phone or computer, but you must send your email address to
bmclane@idahofallsidaho.gov no later than 11:00 a.m. on May 7th so log in information can be sent
to you.
3. If a group of residents have similar comments, but wish to provide in person testimony rather
that written testimony, it is recommended that the group choose a spokesperson to attend the
hearing via Webex and provide those comments while the others view the regular live stream.
If you need communication aids or services or other accommodations to participate, please call 208-612-8276 at
least three to five days prior to the meeting so we can adequately meet your needs.
