The appropriations made herein shall not include any expenditure(s) over and above the income received and monies held by the City. A full and complete copy of the 2016 Annual Budget, as approved, shall be attached hereto and made a part hereof. SECTION SIX: All Ordinances or parts thereof in conflict herewith are hereby repealed to the extent of said conflict. SECTION SEVEN: I f the City Government is to operate in an economical and efficient manner, it is imperative that a Budget be adopted for the guidance and instruction of said aforementioned funds. Therefore, to promote the public welfare, health, and safety, an emergency is hereby declared to exist, and this Ordinance shall be in full force and effect on and after January I, 2016.
