CITY OF JAMESTOWN CITY COUNCIL BUDGET COMMITTEE MEETING JUNE 27, 2023 The budget meeting was called to order by Mayor Heinrich at 4:03 P.M. Members Present: Mayor Heinrich, Council Members Buchanan, Kamlitz, Schloegel and Steele, Assistant City Attorney Geroux, and City Administrator Hellekson. Mayor Heinrich stated there were 2 versions of the proposed General Fund budget to review. Version A includes the 6% Cost of Living Adjustment (COLA), step increases and moving Fire and Police departments to NDPERS Public Safety Fund for retirement while version B includes job reclassifications, 2% Cost of Living Adjustment (COLA) and step increases for Fire and Police departments while moving both departments to NDPERS Public Safety Fund for retirement. City Administrator Hellekson reviewed all expense line items of the General Fund. Discussion was held related to NDPERS Public Safety Retirement Fund. Deputy Auditor Sveum, Fire Chief Reuther and Assistant Police Chief Blinsky each provided information. Steele moved to survey the Police and Fire employees during the open enrollment period and results will be shared with City Council. Seconded by Schloegel. 4 ayes, 1 nay (Buchanan). Motion passes. The next City Council 2024 Budget Committee meeting is Tuesday, July 18, 2023 at 4:00 P.M. in City Hall. Mayor Heinrich adjourned the budget meeting at 5:53 P.M. Sarah Hellekson, City Administrator
