CITY OF JAMESTOWN CITY COUNCIL BUDGET COMMITTEE MEETING JULY 18, 2023 The budget meeting was called to order by Mayor Heinrich at 1:04 P.M. Members Present: Mayor Heinrich, Council Members Buchanan, Kamlitz, Schloegel and Steele, City Attorney Ryan, and City Administrator Hellekson. City Administrator Hellekson reviewed the General Fund and pointed out the changes made since the June 27, 2023, budget meeting. Mayor Heinrich asked for feedback from Council Members on reducing the transfer amount from $800,000 from the Water Utility Fund to the General Fund. Council Member Buchanan asked that the amount be $500,000 and Council Members agreed. Discussion was held related to NDPERS Public Safety Retirement Fund. Police Chief Edinger and Fire Chief Reuther each provided information. Steele asked for more discussion about how giving the Police and Fire the full COLA would affect the budget. City Administrator Hellekson stated that the information will be provided before the next meeting. City Administrator Hellekson reviewed the Vector Control Fund, City Sales Tax Fund, and Convention Promotion Funds. Street Foreman Lipetzky and Civic Center Director Fosse provided information. City Attorney Ryan exited the meeting at 2:50 P.M. Assistant City Attorney Geroux seated herself at 2:51 P.M. City Administrator Hellekson reviewed the Water Utility Fund, Sewer Utility Fund, Sanitation Utility Fund, and Solid Waste Fund. Water Superintendent Rowell and Public Works Director Michel provided information. The next City Council 2024 Budget meeting is Friday, July 21, 2023 at 10:00 A.M. in City Hall.
