CITY OF JAMESTOWN CITY COUNCIL BUDGET COMMITTEE MEETING JULY 24, 2023 The budget meeting was called to order by Mayor Heinrich at 3:00 P.M. Members Present: Mayor Heinrich, Council Members Buchanan, Kamlitz, and Steele, City Attorney Ryan, and City Administrator Hellekson. Absent: Schloegel. City Administrator Hellekson reviewed the General Fund and pointed out the changes made since the July 18, 2023, budget meeting. Mayor Heinrich and Council Member Steele discussed the impact of higher wage increases for Police and Fire Department and switching those departments to NDPERS Public Safety Retirement Fund and the affect on the General Fund. Police Chief Edinger and Fire Chief Reuther each provided information. Mayor Heinrich asked if the Council Members were in a consensus to budget a higher wage increase and moving the Police and Fire Departments to the NDPERS Public Safety Retirement Fund. Council Members agreed they were in consensus. City Administrator Hellekson reviewed the Vector Control Fund, City Share Special Reserve Fund, City Sales Tax Fund, Convention Promotion Fund, Visitors Promotion Fund, Municipal Infrastructure Fund, American Rescue Plan Act Fund, Public Building Site Fund, and Water Utility Fund. Deputy Auditor Sveum and Building Inspector Blackmore provided information. The next budget discussion is Tuesday, July 25, 2023, during the Finance and Legal Committee meeting.
