JAMESTOWN CITY COUNCIL SPECIAL MEETING, OCTOBER 26, 2023 OFFICIAL MINUTES City Hall, 102 3rd Ave SE, Jamestown, ND 58401 The special meeting of the City Council was called to order by Mayor Heinrich at 4:00 P.M. Roll Call showed the following members present: Mayor Heinrich, Council Members Buchanan, Kamlitz, Steele, Assistant City Attorney Geroux, and City Administrator Hellekson. Absent: Schloegel Council Member Buchanan moved a resolution to award the bid for the Inert Landfill expansion #192-Cell 7 to Gladen Construction in the amount of $99,310. Seconded by Council Member Steele. Darrell Hournbuckle, Senior Project Engineer, Interstate Engineering, provided information. Roll Call No. 1: 4 ayes, 0 nays, 1 absent. Carried. Council Member Kamlitz moved a resolution to direct the City Administrator to notify the County that the City of Jamestown should be exempt from the County Library Levy as the City maintains its own library levy. Seconded by Council Member Steele. Roll Call No. 2: 4 ayes, 0 nays, 1 absent. Carried. Council Member Steele moved a resolution directing the City Administrator to certify the tax levies to the County for the fiscal period January 1, 2024, through December 31, 2024. Seconded by Council Member Kamlitz. Roll Call No. 3: 4 ayes, 0 nays, 1 absent. Carried. Council Member Kamlitz moved a resolution to authorize the City Engineer, Public Works Director, and Public Works Chair to evaluate on a case-by-case basis, and if all three agree, allow Stutsman Rural Water District to serve water within the City of Jamestown service area. In addition, they are authorized also on a case-by-case basis, and if all three agree, to approve the sale of city water to Stutsman Rural Water to be served in the Stutsman Rural Water service area. This group may also defer any decisions to the City Council if they so desire. Seconded by Council Member Steele. Public Works Director Michel provided information. Roll Call No. 4: 4 ayes, 0 nays, 1 absent. Carried. Council Member Steele moved to adjourn at 4:08 p.m. Seconded by Council Member Kamlitz. Unanimous aye vote. Carried.
