Present: Heinrich, Kamlitz, Phillips, Steele, Geroux, Blackmore, Dalugama, Edinger, Fosse, Michel, Reuther,
Stroh, and Sveum. Absent: Hellekson and Schloegel.
FINANCE & LEGAL COMMITTEE
Chair Heinrich convened the meeting at 4:00 p.m.
Courtney Richman, from Eide Bailly, LLP, presented the 2023 City of Jamestown Audit Report.
Steele moved to forward to the City Council, without recommendation, the 2023 City of Jamestown Audit
Report as prepared by Eide Bailly, LLP. Seconded by Phillips. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve the JSDC request to fund the Jamestown Tourism
2025 request for $125,000 in an 80/20 city/county split with the City’s share being $100,000 to be paid from
the City Sales Tax Fund. Seconded by Phillips. Emily Bivens, Jamestown Tourism Executive Director,
provided information. Unanimous aye vote. Carried.
Phillips moved to recommend the City Council approve amending the 2025 Utility Rates as presented.
Seconded by Steele. Public Works Director Michel provided information. Unanimous aye vote. Carried.
Steele moved to recommend the City Council approve the amended Pistol Range Lease with the Stutsman
County Fair Association and authorize the Mayor and City Administrator to sign the Lease. Seconded by
Kamlitz. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve the Pistol Range Building Bill of Sale to the Stutsman
County Fair Association and authorize the Mayor and City Administrator to sign the Bill of Sale. Seconded by
Phillips. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve the Volunteer Reintegration Project Agreement
Renewal between the City of Jamestown and James River Correctional Center and authorize the Mayor and
City Administrator to sign the agreement. Seconded by Phillips. Unanimous aye vote. Carried.
Steele moved to forward to the December Finance & Legal Committee meeting, the request for a 2025
property tax exemption for an adult day care located at 814 13th St NE, Jamestown North Dakota. Seconded
by Kamlitz. City Assessor Stroh and Cherith Smith, owner of Bridgewell LLC, provided information.
Unanimous aye vote. Carried.
Phillips moved to recommend the City Council approve the Antenna License Agreement with American
Family Association and authorize the Mayor and City Administrator to sign the agreement. Seconded by
Steele. Assistant City Attorney Geroux provided information. Unanimous aye vote. Carried.
Steele moved to recommend the City Council approve an updated agreement between the City of Jamestown
and Aqua-Pure, beginning January 1, 2025, and ending December 31, 2025, with the option to extend annually
and authorize the Mayor and City Administrator to sign the agreement. Seconded by Kamlitz. Public Works
Director Michel provided information. Unanimous aye vote. Carried.
INFORMATIONAL: The appointment applications for Planning Commission and the Regional Airport
Authority Committees will be considered at the December 2, 2024, City Council meeting.

Heinrich moved to recommend the City Council approve the Minor Subdivision, Preliminary/Final Plat of H.
Dewald Addition, Replat of All of Lot 3 and West 50 Feet of Lot 4, Block 6 of Lloyd’s Second Addition, and
North Half of Lot 6, Block 6 of Original Plat of Jamestown, Within W1/2 of Section 25, T140N, R64W, City
of Jamestown, North Dakota. The property is located at 523 2nd Ave NW, Jamestown, North Dakota. Seconded
by Steele. Zoning Administrator Blackmore provided information. Unanimous aye vote. Carried.
INFORMATIONAL: A public hearing and second reading of Ordinance No. 1584, introduced by Council
Member Kamlitz, to amend and re-enact Ordinance No. 1556 of the City Code by amending the District Map
to change the zoning of Block 1, Lot 3 of Emter Addition, City of Jamestown, Stutsman County, North Dakota
from T-1 (Recreation and Tourism District) to C-2 (General Commercial District) will be held on December 2,
2024, at 5:00 p.m. The property is located at 101 17th St SE, Jamestown, North Dakota.
Chair Phillips adjourned the meeting at 4:52 p.m.
