Police & Fire Committee Public Works Committee January 26, 2023, Minutes Present: Kamlitz, Steele, Heinrich, Buchanan, Schloegel, Geroux, Blackmore, Dillman, Edinger, Laber, Michel, Olson, O’Neill, Reuther, Rowell, Sveum, Stroh, and Veil. POLICE & FIRE COMMITTEE Chair Buchanan convened the meeting at 4:00 p.m. INFORMATIONAL: A public hearing and second reading is scheduled at the February 6, 2023, city council meeting, Ordinance No. 1568, introduced by Council Member Buchanan, to amend and re-enact Section 15-42 of the City Code pertaining to the definition of Group Child Care Home or Preschool Facility. INFORMATIONAL: A public hearing and second reading is scheduled at the February 6, 2023, city council meeting, Ordinance No. 1569, introduced by Council Member Schloegel, to amend and re-enact Article III, Chapter 15, of the code of the City of Jamestown, North Dakota pertaining to the Fire Code Protection Code. Fire Chief Reuther informed the Committee that he will be submitting a grant application for replacement of the SCBA’s (Self Contained Breathing Apparatus). Chair Buchanan adjourned the meeting at 4:02 p.m. PUBLIC WORKS COMMITTEE Chair Steele convened the meeting at 4:03 p.m. Karla Olson from Apex Engineering provided an update on the WWTF Project. The main components of the presentation included: 1) Review of the Waste Water Plant; 2) Plant Design Parameters; 3) Existing Conditions; 4) Facility Performance; 5) Condition Deficiencies; 6) Needs Assessment and Recommendations. Heinrich moved to recommend the City Council approve supporting collaborative efforts by the state Legislature, governor’s office, municipalities, and industry to ensure additional sources of food grade CO2 within the state and adequate storage facilities. Seconded by Kamlitz. Unanimous aye vote. Carried. Buchanan moved to recommend the City Council approve the following for 2023 Seal Coat, Patching, Construction & Reconstruction District 23-41: to direct the preparation of detailed plans and specifications for the construction of the district. Seconded by Schloegel. Unanimous aye vote. Carried. Heinrich moved to recommend the City Council approve the following for 2023 Sidewalk, Curb & Gutter District 23-11: to accept and approve the plans and specifications, as prepared by the City Engineer, for the construction of the district; and to direct the City Administrator to advertise for bids for the construction of the district. Seconded by Kamlitz. Unanimous aye vote. Carried. Kamlitz moved to recommend the City Council approve the plans and specifications for the NW Booster Station Improvements, and to authorize the advertisement for bids. Seconded by Schloegel. Unanimous aye vote. Carried. Schloegel moved to recommend the City Council approve the plans and specifications for the 23-61 Water Main Improvement District, and to authorize the advertisement for bids. Seconded by Kamlitz. Unanimous aye vote. Carried. Heinrich moved to recommend the City Council approve the engineering agreement with Interstate Engineering for the Pedestrian Bridge Improvement Project. Seconded by Schloegel. Unanimous aye vote. Carried. City Engineer Dillman requested the Committee delay acting on the engineering agreement with Interstate Engineering for Lift Station 11 Forcemain Improvement Project until city staff can do more investigation on the matter. Buchanan moved to recommend the City Council authorize the City Auditor and Mayor to apply for and sign a grant application with Garrison Diversion for funds to assist with funding the replacement and repair of pedestrian bridges in the Jamestown Parks. Seconded by Heinrich. Unanimous aye vote. Carried. City Engineer Dillman reviewed the project updates. Ralph Friebel, Recycle North Dakota, provided an update and answered questions from the committee. City Sanitation Foreman O’Neill provided an update.
