Police & Fire Committee Public Works Committee August 22, 2024, Minutes Present: Heinrich, Kamlitz, Schloegel, Steele, Ryan, Hellekson, Blackmore, Blinsky, Dillman (online), Lipetzky, Michel, O’Neill, Reuther and Stroh. Vacancy: One (1) POLICE & FIRE COMMITTEE Chair Kamlitz convened the meeting at 4:00 p.m. Fire Chief Reuther updated the committee on the discussion held with the Jamestown Regional Airport Authority regarding the 2003 Jamestown Airport Aircraft Rescue Firefighters (AARF) Agreement between the City and the Jamestown Regional Airport Authority. Chief Reuther will return to the committee with potential changes once they are determined. Fire Chief Reuther provided a department update. Major Blinsky provided a Police Department update. Chair Kamlitz adjourned the meeting at 4:06 p.m. PUBLIC WORKS COMMITTEE Chair Steele convened the meeting at 4:06 p.m. Heinrich moved to recommend the City Council approve the Capital Improvement Plan. Seconded by Schloegel. City Engineer Dillman provided information. Unanimous aye vote. Carried. Heinrich moved to recommend the City Council approve the request from The Arts Center for a fee waiver for the street closing for Oktoberfest on Saturday, September 14, 2024. Seconded by Schloegel. Public Works Director Michel provided information. Unanimous aye vote. Carried. Heinrich moved to recommend the City Council approve the Storm Sewer project at 7th St Loop NW and the funding source be the Municipal Infrastructure Fund (Prairie Dog). Seconded by Kamlitz. City Engineer Dillman and Public Works Director Michel provided information. Unanimous aye vote. Carried. Heinrich moved to forward, without recommendation, to the City Council on September 3, 2024, for the City of Jamestown to join the City of Minot and City of Bismarck to establish a CO2 stabilizer storage facility in Bismarck. Seconded by Kamlitz. Public Works Director Michel and City Engineer Dillman provided information. Unanimous aye vote. Carried. Kamlitz moved to recommend the City Council approve the addition of participation in the pH Stabilizer Storage facility located in Bismarck to the Capital Improvement Plan. Seconded by Schloegel. Unanimous aye vote. Carried. City Engineer Dillman reviewed the project updates. Sanitation Foreman O’Neill provided a department update. Chair Steele adjourned the meeting at 4:49 p.m. Sarah Hellekson, City Administrator
