Present: Heinrich, Kamlitz, Schloegel, Steele, Toso, Geroux, Hellekson, Blackmore, Dillman, Edinger,
Fosse, Laber (online), Michel, O’Neill, Reuther, Rowell, Stroh and Sveum. Absent: Schloegel.
POLICE & FIRE COMMITTEE
Chair Kamlitz convened the meeting at 4:00 p.m.
Schloegel seated himself at 4:04 p.m.
Heinrich moved to recommend the City Council agree to sell the existing rescue truck as outlined in the
letter from Chief Reuther to the Jamestown Rural Fire Department upon arrival of our new Rescue Truck.
Seconded by Steele. Fire Chief Reuther and Jamestown Rural Fire Chief Paulson provided information.
Unanimous aye vote. Carried.
A discussion was held regarding the 2003 Jamestown Airport Aircraft Rescue Firefighters (AARF)
Agreement between the City and the Jamestown Regional Airport Authority. Council Member Steele, the
city representative on the Airport Authority Board, will bring this concern to the next airport meeting.
Fire Chief Reuther provided a department update.
Police Chief Edinger informed the committee that his department feels the D.A.R.E. Fund should be
renamed to better match the services provided and be more transparent to the public. Staff will bring
potential name change options to the August Council meeting.

PUBLIC WORKS COMMITTEE
Chair Steele convened the meeting at 4:22 p.m.
Lachlan Hunter from Waterworth delivered a presentation displaying a software program which is a cloud-
based platform that helps local governments manage their water and wastewater systems.
Schloegel moved to recommend the City Council approve Change Order No. 1 to Scherbenske Inc. for
Water Main Improvement District 23-61 for a net increase in the contract price of $1,875. Seconded by
Kamlitz. City Engineer Dillman provided information. Unanimous aye vote. Carried.
Heinrich moved to recommend the City Council award the bid to Advantage Electric Inc., in the amount of
$675,000 for the Water & Sewer I & C Upgrades Project. Seconded by Schloegel. Public Works Director
Michel and Water Superintendent Rowell provided information. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve the quote from Enterprise Sales for a new roof on
the South Side Fire Station in the amount of $39,500 to be paid from the Public Building Site Fund.
Seconded by Toso. City Engineer Dillman provided information. Unanimous aye vote. Carried.
Heinrich moved to forward, without recommendation, to the City Council meeting August 5, 2024, to
advertise for bids for demolition of the city owned building at 1100 Railroad Drive. Seconded by Schloegel.
Public Works Director Michel provided information. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve Change Order No. 1 to Border States Paving Inc.,
for 2024 Seal Coat, Patching, Construction and Reconstruction District #24-41 for a net increase in the
contract price of $71,473.50. Seconded by Toso. Public Works Director Michel provided information.
Unanimous aye vote. Carried.
City Engineer Dillman reviewed the project updates.
Ralph Friebel, Recycle North Dakota, provided an update on the recycling facilities.
Chair Steele adjourned the meeting at 5:13 p.m.
