Beer Board Meeting Minutes May 06, 2025 at 5:00 PM Jefferson City Municipal Building 1. Call to Order - Mitch Cain, Mayor Mayor Cain called the special Beer Board meeting to order at 5:36pm. 2. Roll Call - Bettina Chandler, City Recorder Roll Call by the City Recorder was as follows: PRESENT Member Mitch Cain Member Kevin Bunch Member Ailene Combs Member Rocky Melton Member Sheala Purkey Also present were James Gallup, City Manager, Robert Burts, City Attorney; and Bettina Chandler, City Recorder. 3. Public Hearing a. Hearing on Violations of City Code Chapter 2; Section 8-212 Unlawful Sale to a Minor at the following locations: 1. Shree Ram 101, Inc. (dba Tobacco & More), 478 East Broadway Blvd. 2. Discount Tobacco & Vape, 270 East Broadway Blvd. 3. K.P. LLC (dba Tobacco Outlet), 123 West Broadway Blvd. 4. Lex Smoke and Vape, 1078 US 11E A public hearing was held for the violations of City Code Chapter 2 at each of the above locations. Attorney Ed Miller was present to represent three of the businesses. He asked to be able to work with Mr. Burts to reach an agreement. It was later determined that he represented only two of the businesses. The City Attorney shared the penalty options the Beer Board may enforce. A "Responsible Vendor" cannot have their beer permit revoked or suspended, but a fine of $1,000 per violation can be issued. A "Non-responsible Vendor" can have their license revoked or suspended or a fine of up to $2,500 may be issued. 4. New Business a. Consideration of Violations of City Code Chapter 2; Section 8-212 Unlawful Sale to a Minor at the following locations: 1. Shree Ram 101, Inc. (dba Tobacco & More), 478 East Broadway Blvd. 2. Discount Tobacco & Vape, 270 East Broadway Blvd. 3. K.P. LLC (dba Tobacco Outlet), 123 West Broadway Blvd. 4. Lex Smoke and Vape, 1078 US 11E Motion by Vice Mayor Bunch to fine the businesses $1,000 if they are responsible vendors and $2,500 fine if they do not have their responsible vendor certificate from the State. The motion was withdrawn. A discussion followed with two vendors and attorney present. Motion made by Member Bunch, Seconded by Member Melton to table this matter until May 20th. A called Beer Board Meeting will be advertised for that date. The City Recorder was requested to contact the vendors to attend and bring proof of their responsible vendor certification.
