City Council Regular Meeting Minutes April 07, 2025 at 5:00 PM Jefferson City Municipal Building 1. Call to Order Opening Prayer Pledge of Allegiance 2. Roll Call PRESENT Mayor Mitch Cain Vice Mayor Kevin Bunch Councilwoman Ailene Combs Councilman Rocky Melton Councilwoman Sheala Purkey Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina Chandler, City Recorder. 3. Approval of Minutes from Previous Meetings a. Minutes from February 3, 2025 Meeting Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to approve the minutes as presented. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 4. Citizen Comments (Citizens should state their name, address, and limit comments to five minutes.) There were none. 5. Communications from the Mayor Mayor Cain stated that the 2025 Local Sales Tax Report is included in council packets. a. Presentation of City Manager Annual Evaluation - Pete Auger, MTAS Mr. Auger summarized the surveys submitted by the Council members. Mr. Gallup was given an over all rating of 3.93 out of 5. b. Proclamation for Arbor Day 2025 Mayor read the proclamation declaring Arbor Day as April 25, 2025. c. Proclamation for Earth Day 2025 Mayor read the proclamation declaring Earth Day as April 22, 2025. He said there would be an event at 10:00 am at the Library to celebrate Jefferson City being recognized as a Tree City. 6. Reports from Committees, Council Members, and other Officers a. Building/Codes/Planning Department Monthly Report. Consider a report from Jeff Houston, Building Inspector, concerning a summary of the department's activity for March 2025. b. Fire Department Monthly Report. Consider a report from Lee Turner, Fire Chief, concerning a summary of the department's activity for March 2025. c. Parks and Recreation Monthly Report. Consider a report from Kevin Bolden, Parks & Recreation Director, concerning a summary of the department's activity of March 2025. d. Police Department/City Court Monthly Report. Consider a report from Andy Dossett, Police Chief, concerning a summary of the department's activity for March 2025. e. Public Works Monthly Report. Consider a report from Porter Massengill, Public Works Director, concerning a summary of the department's activity for March 2025. f. City Manager Monthly Report. Consider a report from James Gallup, City Manager, concerning a summary of his activity for March 2025. The LAMPTO Executive Board Meeting will be held at Jefferson City Hall at 10:00am on April 9th. Jefferson Alliance Quarterly Meeting will meet at City Hall at 8:30am on April 16th. City Hall will be closed on April 18th in observance of Good Friday. The special event for Earth Day/Arbor Day will be held at the Library at 10:00am on April 22nd. The Flag Retirement Ceremony at the new facility will be at 3:00pm on April 26th. Mr. Gallup will be attending the TCMA Spring Conference from April 30th through May 2nd. Mayor Cain said he would be out of town on May 5th and asked the Council to move the next regular council meeting to May 6th. The councilmembers agreed with this request. The City Recorder was asked to advertise this change in the local paper. 7. Appointments a. Appoint Justin Jarnigan to the Jefferson City Housing Authority Board by Mayoral appointment for a five year term. Mayor Cain appointed Mr. Jarnigan to the Board. b. Appoint Kimberly Jones to the Jefferson Memorial Hospital City/County Oversite Board by Mayoral appointment with Council confirmation for a three-year term. Mayor Cain appointed Ms. Jones to the Board with the Council confirming the appointment. 8. Acceptance of Bids/Professional Services/Leases/Grants a. Approve Local Planning Advisory Services Contract with ETDD. Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to continue planning services with ETDD. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 9. Old Business 10. New Business a. First Reading of Ordinance 2025-02 Amending Section 13-105 of the City Code Regarding Overgrown and Dirty Lots Motion made by Councilman Melton, Seconded by Vice Mayor Bunch to approve Ordinance 2025-02 on first reading. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Approve Resolution 2025-10 Authorizing the Building Official to Proceed with the Annexation Request from JB Investments Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve Resolution 2025-10. Voting Yea: Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey Voting Nay: Mayor Cain c. Approve Resolution 2025-11 Authorizing the Building Official to Proceed with the Annexation Request from David Aranda Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to approve Resolution 2025-11. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey d. Approve Resolution 2025-12 Authorization to Submit an Application for a Healthy Built Environment Grant Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to approve Resolution 2025-12. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 11. Adjourn The meeting was adjourned at 5:44pm.
