City Council Regular Meeting Minutes June 02, 2025 at 5:00 PM Jefferson City Municipal Building 1. Call to Order Opening Prayer Pledge of Allegiance Mayor Cain called the meeting to order at 5:01pm. 2. Roll Call PRESENT Mayor Mitch Cain Vice Mayor Kevin Bunch Councilwoman Ailene Combs Councilwoman Sheala Purkey ABSENT Councilman Rocky Melton Also present were James Gallup, City Manager, and Bettina Chandler, City Recorder. City Attorney Robert Burts was not present. 3. Approval of Minutes from Previous Meetings a. Minutes of Regular Meeting May 6, 2025 Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to approve as presented. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey b. Minutes of Beer Board Meeting May 6, 2025 Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to approve as presented. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey c. Minutes of Beer Board Meeting May 20, 2025 Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to approve as presented. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey 4. Citizen Comments (Citizens should state their name, address, and limit comments to five minutes.) Ms. Mindy Williams requested that the Council meetings be live streamed so that citizens can watch the meetings. She also suggested meeting reminders be posted on social media. Mr. Sherman Hannah spoke against the pay increase the Council voted for themselves. Ms. Marcus Reed spoke against the pay increase and requested assistance with a neighbor who has overgrown grass. Ms. Mindy Rose requested assistance to replace a one-inch water line on East Rhoten Street. The line breaks frequently and does not provide adequate pressure for the 14 houses on the street. a. Public Hearing for Ordinance 2025-03 to Levy a Tax on All Taxable Property Within the Corporate Limits of Jefferson City There were no comments made. b. Public Hearing for Ordinance 2025-04 Adopting the Annual Budget for the Fiscal Year beginning July 1, 2025, and ending June 30, 2026 There were no comments made. 5. Communications from the Mayor The Mayor thanked residents for sharing their suggestions, thoughts and problems. He asked people to keep supporting local businesses. 6. Reports from Committees, Council Members, and other Officers a. Five Year Capital Outlay Report. Presentation from Frank McDaniel Mr. McDaniel went over the current debt and obligations of the City. He also discussed future project needs. b. Building/Codes/Planning Department Monthly Report. Receive a report from Jeff Houston, Building Inspector, concerning a summary of the department's activity for May 2025. c. Fire Department Monthly Report. Receive a report from Lee Turner, Fire Chief, concerning a summary of the department's activity for May 2025. d. Parks and Recreation Monthly Report. Receive a report from Kevin Bolden, Parks & Recreation Director, concerning a summary of the department's activity of May 2025. e. Police Department/City Court Monthly Report. Receive a report from Andy Dossett, Police Chief, concerning a summary of the department's activity for May 2025. f. Public Works Monthly Report. Receive a report from Porter Massengill, Public Works Director, concerning a summary of the department's activity for May 2025. g. City Manager Monthly Report. Receive a report from James Gallup, City Manager, concerning a summary of his activity for May 2025. Mr. Gallup said there would be a movie shown downtown on June 14th. There will be a special meeting on June 17th after the work session. The City offices will be closed on June 19th. Planning has begun for a July 4th parade. The City pool is open with the new fence and new picnic tables. 7. Appointments There are no appointments for consideration. 8. Acceptance of Bids/Professional Services/Leases/Grants a. Approve Amendment to Contract for Construction of Fire Station No. 2 Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey 9. Old Business a. Approve on Second Reading Ordinance 2025-03 to Levy a Tax on All Taxable Property Within the Corporate Limits of Jefferson City Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to adopt Ordinance 2025-03. Vice Mayor Bunch confirmed that the tax rate is staying the same at $1.20 per $100. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey b. Approve on Second Reading Ordinance 2025-04 Adopting the Annual Budget for the Fiscal Year beginning July 1, 2025, and ending June 30, 2026 Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey to adopt Ordinance 2025-04. Vice Mayor Bunch made a motion to rescind the increase in the expense accounts, seconded by Mayor Cain. Voting Yea: Mayor Cain, Vice Mayor Bunch Voting Nay: Councilwoman Combs, Councilwoman Purkey. Vice Mayor Bunch said he would vote against the proposed budget because of the increase int he expense account. He supports the increase in the staff salaries. City Recorder Chandler asked for the pay increases to take effect July 5, 2025, which is the beginning a new pay period. Voting Yea: Mayor Cain, Councilwoman Combs, Councilwoman Purkey Voting Nay: Vice Mayor Bunch 10. New Business a. Approve Resolution 2025-15 Authorize the City to Commit Additional Funding on ARC Project TN-2025 for Water Tank Construction Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to adopt Resolution 2025-15. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey b. Approve Resolution 2025-16 Authorizing the Building Official to Proceed with the Annexation Request from Mossy Creek Farms, LLC Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to adopt Resolution 2025-16. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey c. Approve Resolution 2025-17 Rejecting Bids for Janitorial Services and Creating a Building Maintenance Position Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to adopt Resolution 2025-17. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey d. Approve Resolution 2025-18 Authorizing the City of Jefferson City to Enter into a Contract for Mowing and Maintenance Services Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to adopt Resolution 2025-18. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey e. Approve Resolution 2025-19 Authorizing the City of Jefferson City to Match the Property Tax Relief Offered by the State of Tennessee Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to adopt Resolution 2025-19. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Purkey Voting Abstaining: Councilwoman Combs f. Approve Resolution 2025-20 Authorizing the Parks and Recreation Department to Apply for a Recreation Planning Grant from Tennessee Department of Environment and Conservation Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to adopt Resolution 2025-20. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey g. Approve Resolution 2025-21 Agreement Between the State of Tennessee Department of Transportation and the City of Jefferson City for Maintenance of State Highways through Municipalities Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to adopt Resolution 2025-21. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey h. Approve on First Reading Ordinance 2025-05 Budget Amendment for the FY 2024-25 Operating Budget Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to adopt Ordinance 2025-05 on first reading. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey i. Approved on First Reading Ordinance 2025-06 Budget Amendment for the FY 2024-25 for the Committed Fund Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to adopt Ordinance 2025-06 on first reading. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman Purkey 11. Adjourn The meeting was adjourned at 6:32pm.
