City Council Regular Meeting Minutes July 07, 2025 at 5:00 PM Jefferson City Municipal Building 1. Call to Order Opening Prayer Pledge of Allegiance 2. Roll Call PRESENT Mayor Mitch Cain Vice Mayor Kevin Bunch Councilwoman Ailene Combs Councilman Rocky Melton Councilwoman Sheala Purkey Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina Chandler, City Recorder. 3. Approval of Minutes from Previous Meetings a. Minutes from June 2, 2025 Regular Meeting Motion made by Vice Mayor Bunch to approve the minutes, Seconded by Councilwoman Combs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Minutes from June 2, 2025 Beer Board Meeting Motion made by Vice Mayor Bunch to approve the minutes, Seconded by Councilwoman Combs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey c. Minutes from June 17, 2025 Beer Board Meeting Motion made by Vice Mayor Bunch to approve the minutes, Seconded by Councilwoman Combs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey d. Minutes from June 17, 2025 Special Meeting Motion made by Vice Mayor Bunch to approve the minutes, Seconded by Councilwoman Combs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 4. Citizen Comments (Citizens should state their name, address, and limit comments to five minutes.) There were no comments. 5. Communications from the Mayor Mayor Cain commented that sales tax collections for the past couple of months exceeded budgeted amounts. He also said the July 4th celebration was a success and expressed his appreciation to the Parks and Recreation Department and city employees for their hard work with the event. 6. Reports from Committees, Council Members, and other Officers a. Building/Codes/Planning Department Monthly Report. Receive a report from Jeff Houston, Building Inspector, concerning a summary of the department's activity for June 2025. b. Fire Department Monthly Report. Receive a report from Lee Turner, Fire Chief, concerning a summary of the department's activity for June 2025. c. Parks and Recreation Monthly Report. Receive a report from Kevin Bolden, Parks & Recreation Director, concerning a summary of the department's activity of June 2025. d. Police Department/City Court Monthly Report. Receive a report from Andy Dossett, Police Chief, concerning a summary of the department's activity for June 2025. e. Public Works Monthly Report. Receive a report from Porter Massengill, Public Works Director, concerning a summary of the department's activity for June 2025. f. City Manager Monthly Report. Receive a report from James Gallup, City Manager, concerning a summary of his activity for June 2025. Mr. Gallup expressed his appreciation for all who participated in the July 4th activities. He announced several upcoming community meetings. He informed the Council that Public Works has developed a plan to address the issues with the water pressure on Rhoten Street. 7. Appointments None 8. Acceptance of Bids/Professional Services/Leases/Grants a. Approve Purchase of Three Police SUV’s Motion made by Vice Mayor Bunch, seconded by Councilman Melton to purchase the three Police SUVs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Approve Purchase of Emergency Equipment and Installation for New K-9 SUV Motion made by Councilman Melton to purchase the requested equipment, seconded by Councilwoman Combs. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey c. Approve Purchase of Police Vehicle Emergency Equipment and Installation Motion made by Councilwoman Purkey, seconded by Councilwoman Combs to approve the purchase of the police vehicle equpiment. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey d. Approve renewal of 10-year Joint License Agreement with TDOT for Gateway Signs and Wayfinding Sign Motion made by Councilwoman Purkey, Seconded by Vice Mayor Bunch to approve the renewal of a 10-year joint agreement with TDOT. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 9. Old Business None 10. New Business None 11. Adjourn Meeting was adjourned at 5:10pm.
