City Council Regular Meeting Minutes August 04, 2025 at 5:00 PM Jefferson City Municipal Building 1. Call to Order Opening Prayer Pledge of Allegiance The meeting was called to order at 5:00 pm. 2. Roll Call PRESENT Mayor Mitch Cain Vice Mayor Kevin Bunch Councilwoman Ailene Combs Councilman Rocky Melton Councilwoman Sheala Purkey Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina Chandler, City Recorder. 3. Approval of Minutes from Previous Meetings a. Minutes from July 7, 2025, Meeting Motion made by Councilman Melton, Seconded by Vice Mayor Bunch to approve the minutes as presented. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 4. Citizen Comments (Citizens should state their name, address, and limit comments to five minutes.) Christie Standifer of Rebecca Lane asked the Council for assistance with a neighbor who is operating an events center off Rebecca Lane but in the County. Mr. John Fleming of Rebecca Lane also spoke to the situation. They asked to have a speed limit sign and stop sign installed. 5. Communications from the Mayor Mayor Cain reported that the sales tax revenue continues to be strong. He said there was a good turn out at the back to school mini golf night, free pool day and fun day at the community center. He thanked the Recreation Department for their efforts. He also reminded everyone about the Community Night Out sponsored by the Fire and Police Department on Tuesday, August 5th. Mayor said he would be proposing a review of the City Manager position at the next Council work session. 6. Reports from Committees, Council Members, and other Officers a. Building/Codes/Planning Department Monthly Report. Receive a report from Jeff Houston, Building Inspector, concerning a summary of the department's activity for July 2025. b. Fire Department Monthly Report. Receive a report from Lee Turner, Fire Chief, concerning a summary of the department's activity for July 2025. c. Parks and Recreation Monthly Report. Receive a report from Kevin Bolden, Parks & Recreation Director, concerning a summary of the department's activity of July 2025. d. Police Department/City Court Monthly Report. Receive a report from Andy Dossett, Police Chief, concerning a summary of the department's activity for July 2025. e. Public Works Monthly Report. Receive a report from Porter Massengill, Public Works Director, concerning a summary of the department's activity for July 2025. f. City Manager Monthly Report. Receive a report from James Gallup, City Manager, concerning a summary of his activity for July 2025. Mr. Gallup reminded the Council that City offices would be closed September 1st for Labor Day, so the next regular council meeting would be on Tuesday, September 2nd. He said that they would be advertising for bids for several projects including paving and repairs at the community center. 7. Appointments a. Appoint Tony Pettit to the Jefferson Healthcare Foundation by Council appointment for a three-year term. Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to appoint Tony Pettit to the Jefferson Healthcare Foundation. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 8. Acceptance of Bids/Professional Services/Leases/Grants a. Approve purchase of Single Axle Dump Truck for Water/Sewer Department Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to purchase the Dump Truck. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Approve purchase and installation of Gas Detection System Replacement Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to purchase the gas detection system for the Fire Station. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey c. Approve purchase of proposed items through the Hazardous Materials Education Program (HMEP) Grant Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey to purchase the items requested through the Grant. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey d. Approve installation of updated Fire Alarm system at Various City Facilities Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to approve the installation of the fire alarm system. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey e. Approve bids received for Bid 26-01: On Call Mowing & Property Cleanup Program Motion made by Councilwoman Purkey, Seconded by Councilwoman Combs to approve the bids. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey f. Approve Bid for TDEC ARPA Wastewater System Improvements Project Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve the bid. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 9. Old Business 10. New Business a. Approve Resolution 2025-22 Proposed Annexation and Plan of Services Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to approve the Resolution. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 11. Adjourn Before adjourning, Mayor Cain said that the TDOT project at Chucky Pike was supposed to be completed by the end of August, but it will be closer to the end of September. The City has begun taking our debris to the new landfill in Hamblen County. This will be at a higher cost to the City. The meeting was adjourned at 5:26 pm.
