1. Call to Order

The meeting was called to order at 5:00pm.

Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina
Chandler, City Recorder.
3. Approval of Minutes from Previous Meetings
a. Minutes from January 5, 2026 Meeting
Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to approve
the minutes as written.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman
Purkey
4. Citizen Comments (Citizens should state their name, address, and limit comments to five
minutes.)
Mr. Randall Crossing said he owns property at 711 Summit Street. Mr. Mike Nichols has
been the tenant for 7 years. The residence has been without water for about 2 weeks, and
they live on the street behind the water tank.
Ms. Johnson of 1307 Shenoa Drive said they don't have water. They have had low pressure
for a long time.
5. Communications from the Mayor
Mayor Cain said the sales tax revenue has been steady. He reminded the council to
complete the City Manager evaluations by February 9th. He encourage citizens to
complete the recreation survey on the City's website. The contractor providing trash &
recycling has moved services one day forward this week.
He thanked the City employees for their efforts during the last week. All the crews have
been busy keeping the City going: utilities, streets, police, fire.
6. Reports from Committees, Council Members, and other Officers
a. Building/Codes/Planning Department Monthly Report. Receive a report from Jeff
Houston, Building Inspector, concerning a summary of the department's activity for
January 2026.
b. Fire Department Monthly Report. Receive a report from Lee Turner, Fire Chief,
concerning a summary of the department's activity for January 2026.
c. Parks and Recreation Monthly Report. Receive a report from Kevin Bolden, Parks &
Recreation Director, concerning a summary of the department's activity of January
2026.
Mr. Bolden said that the installers arrived today to review the construction site for the
new playground. Construction will begin when weather allows.
d. Police Department/City Court Monthly Report. Receive a report from Andy Dossett,
Police Chief, concerning a summary of the department's activity for January 2026.
e. Public Works Monthly Report. Receive a report from Porter Massengill, Public Works
Director, concerning a summary of the department's activity for January 2026.
f. City Manager Monthly Report. Receive a report from James Gallup, City Manager,
concerning a summary of his activity for January 2026.
Mr. Gallup reported the City hosted a public hearing for the upcoming 2026 CDBG with
E.T.D.D. with sidewalk improvements being a main topic. McGill and Associates is
working a phased plan for a sports complex. Planning has begun for the Arbor
Day/Earth Day celebration.
Mr. Gallup addressed the water situation by saying the the water plant was not
producing water as projected. The City should be producing 5.3 million gallons per day
and was producing 4.3 million gallons per day. We have been supplying New Market
and Shady Grove, and they have supplies in their water tanks. One worry is that cutting
off New Market Utilities could affect the hospital.
7. Appointments
a. Appoint Mark Ritter to the Jefferson City Housing Authority by Mayoral appointment
for a five-year term.
Mayor Cain appointed Mark Ritter to the Jefferson City Housing Authority for a five-
year term.
b. Appoint Don Miller to the Jefferson Memorial Hospital City/County Oversite Board by
Mayoral appointment with Council confirmation for a three-year term.
Mayor Cain appointed Don Miller to the Jefferson Memorial Hospital City/County
Oversite Board.
Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to confirm the
appointment.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman

8. Acceptance of Bids/Professional Services/Leases/Grants
a. Approve Change Order #7 for Fire Station 2
Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to approve
Change Order #7.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman
Purkey
9. Old Business
a. Approve on Second Reading Ordinance 2026-01 An Ordinance Amending the
Operating Budget for the FY 2025-26
Motion made by Councilwoman Combs, Seconded by Councilwoman Purkey to
approve Ordinance 2026-01 on second reading.
Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilwoman
Purkey
