CITY OF JEFFERSON COMMON COUNCIL
TUESDAY, JULY 17, 2018
The Tuesday, July 17, 2018 meeting of the City of Jefferson Common Council was called to order at 7:00
p.m. by Mayor Oppermann. Members present were: Ald. Peachey, Ald. Miller, Ald. Beyer, Ald. Horn, Ald.
Brandel, Ald. Tully, Ald. Krause and Ald. Lares. Also present were: City Administrator Freitag, City
Engineer Pinnow, City Attorney Rogers and City Deputy Clerk/Treasurer Copsey.
PUBLIC PARTICIPATION
None.
RANGER POWER PRESENTATION
Jeff Rauh and Andrew Hamilton gave an overview of how Ranger Power works and how a solar farm works.
Ranger Power is looking at building a solar farm in the Town of Jefferson at Hwy 89 and County Road Q.
CONSENT AGENDA
Ald. Tully introduced Resolution No. 37.
CITY OF JEFFERSON
RESOLUTION NO. 37
BE IT RESOLVED, by the Common Council of the City of Jefferson, Wisconsin that the consent
agenda for July 17, 2018 is hereby adopted.
A. Vouchers Payable for June, 2018 in the amount of $5,617.38 and July, 2018 in the amount of
$160,621.05. Payroll Summary for July 6, 2018 in the amount of $160,621.05.
B. Council Minutes from the July 2, 2018 Meetings of the Common Council.
C. Licenses as Approved by the Regulatory Committee.

Ald. Tully seconded by Ald. Beyer moved to approve Resolution No. 37. On call of the roll, motion carried
unanimously.
RESOLUTION AUTHORIZING PRELIMINARY BUDGET FOR REHABILITATION WORK AT
THE JOINT USE JEFFERSON POLICE DEPARTMENT AND JEFFERSON UTILITIES
BUILDING
Ald. Brandel introduced Resolution No. 38.

RESOLUTION NO. 38
WHEREAS, the regular meeting of the Common Council shall be on the first and third Tuesday of
each month at 7:00 p.m.; and
WHEREAS, Special meetings may be held as provided by law.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Jefferson,
Wisconsin that the regular Common Council meeting on the first Tuesday in August is hereby permanently
cancelled due to National Night Out.
BE IT FURTHER RESOLVED that a special Common Council meeting will be called for on the
day preceding the first Tuesday in August.
Ald. Brandel, seconded by Ald. Krause moved to approve Resolution No. 38. On call of the roll, motion
carried unanimously.
Adjourn to Closed Session Pursuant to Section 19.85 (1)(c) of the Wisconsin State Statutes to Consider
Hiring a Police Department Full-time Dispatcher and a Part-time Patrol Officer.
Ald. Tully, seconded by Ald. Peachey moved to adjourn to Closed Session. On call of the roll, motion
carried unanimously.
Motion was made by Ald. Krause, seconded by Ald. Lares to reconvene to open session. Motion carried
unanimously on a voice vote.
RESOLUTION AUTHORIZING THE HIRE OF A POLICE DEPARTMENT FULL-TIME
DISPATCHER
Ald. Miller introduced Resolution No. 39.

RESOLUTION NO. 39
WHEREAS, Police Chief Pileggi has taken steps to fill a vacant position in the Police Department for
a full-time dispatcher; and
WHEREAS, the open position was publicly advertised and interviews were conducted with potential
candidates; and
WHEREAS, Police Chief Pileggi is recommending that Suzanne M. Petig be hired by the City of
Jefferson to fill the vacant position; and
WHEREAS, the Personnel Committee having reviewed the qualifications of Ms. Petig and the
recommendation of Chief Pileggi is also recommending the hire of Ms. Petig to the Common Council; and
WHEREAS, the Chief of Police has full-time funds allocated in his 2018 approved operating budget
and that this full-time dispatcher position is to fill a recent full-time vacancy in the Police Department
dispatching staff.
NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Jefferson,
Wisconsin that it herein authorizes the Police Chief to hire Suzanne M. Petig at a starting wage rate of
$19.14 per hour, Grade 5, Step 2 of the City of Jefferson Compensation Plan and be given 9 days of PTO,
Year 1 of Service on the City of Jefferson Paid-Time Off schedule on the first day of employment.
Employment shall commence no later than July 30th, 2018.
Ald. Miller seconded by Ald. Brandel moved to approve Resolution No. 39. On call of the roll, motion
carried unanimously.
RESOLUTION AUTHORIZING THE HIRE OF A POLICE DEPARTMENT PART-TIME
PATROL OFFICER
Ald. Krause introduced Resolution No. 40.

RESOLUTION NO. 40
WHEREAS, Police Chief Pileggi has taken steps to fill a vacant position in the Police Department for
a part-time patrol officer; and
WHEREAS, the open position was publicly advertised and interviews were conducted with potential
candidates; and
WHEREAS, Police Chief Pileggi is recommending that Kasey Kress be hired by the City of Jefferson
to fill the vacant position; and
WHEREAS, the Personnel Committee having reviewed the qualifications of Kasey Kress and the
recommendation of Chief Pileggi is also recommending the hire of Kasey Kress to the Common Council; and
WHEREAS, the Chief of Police has part-time funds allocated in his 2018 approved operating budget
and that this part-time patrol officer is to replace a current vacancy in the part-time patrol officer staff.
NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Jefferson,
Wisconsin that the Chief of Police is authorized to hire Kasey Kress, effective Monday, August 13th, 2018,
as a part-time patrol officer for the City of Jefferson Police Department. The initial rate of pay shall be
$16.50 per hour pursuant to the 2018 City of Jefferson non-represented pay resolution.
Ald. Krause seconded by Ald. Beyer moved to approve Resolution No. 40. On call of the roll, motion
carried unanimously.
Ald. Peachey, seconded by Ald. Lares moved to adjourn the July 17, 2018 meeting of the Common Council
at 7:42 p.m. On a voice vote, motion carried unanimously.
The minutes of the July 17, 2018 meeting of the Common Council are uncorrected. Any corrections made
thereto will be noted in the proceedings at which time the minutes are approved and referenced above.
