NOVEMBER 7, 2017
The Jerseyville City Council met in regular session on Tuesday, November 7, 2017, at 6:00 p.m. at the
Jerseyville City Hall.
ROLL CALL: Present were Commissioners Steve Pohlman, Gary Goetten, Kevin Stork, and Richard
Perdun and Mayor Bill Russell. Also present was City Attorney, Bill Strang. Comm. Pohlman led the
opening prayer and the Pledge of Allegiance was recited.
A motion was made by Comm. Stork, and seconded by Comm. Pohlman, to approve the minutes of
the last regular meeting on October 24, 2017, Roll call vote showed all ayes, no nays, motion carried.
A motion was made by Comm. Stork, seconded by Comm. Perdun, to approve the bills as presented
which totaled $186,259.33. Roll call vote showed all ayes, no nays; motion carried.
A presentation of a “Commander’s Award” was made to the Council by Commander Web Cunningham MARINES PRESENT AWARDS
from the United State Marine Corps Reserve-Robert Windle Detachment in appreciation for the TO COUNCIL FOR SUPPORT
Council’s support of the Toys for Tots Program. When Comm. Pohlman asked the story about the
name of the Detachment, Comm. Cunningham recounted the fact that Robert Windle was serving as a
Marine Corp PFC on the US Arizona on December 7th 1941, where he is still interred to this date.
Comm. Cunningham believed Mr. Windle to be the first Marine killed in WW II and was a resident of
Jerseyville, IL. The Detachment was formed with the purpose of handling events like these fundraisers
for the children and wounded marines & their families and attending their funerals. The Commander
then presented the Council with a Certificate of Appreciation for allowing them to conduct the
“Arnold Hyde-Joe Molloy Wounded Marine Benevolence Fund Drive” on October 7, 2017 which
collected $3193.31 that will be used to provide assistance for wounded Marines and their families.
The Mayor thanked Comm. Cunningham for all his detachment does for our community and reminded
the audience that Veterans Day would be this weekend, November 11, 2017.
A motion was made by Comm. Perdun, seconded by Comm. Stork, to approve, with regrets, the JASON STECKEL RESIGNS
resignation of Jason Steckel, from the Water & Sewer Department. Roll call vote showed all ayes, no
nays, motion carried.
A motion was made by Comm. Perdun, seconded by Comm. Goetten, to approve the tourism grant
request of $1000 from the PAC to help fund the annual Craft Fair held on October 14 & 15. All TOURISM GRANT TO PAC
proceeds from this event directly benefit the Athletics at the High School in some way. Roll call vote
showed all ayes, no nays, motion carried.
A motion was made by Comm. Perdun, seconded by Comm. Stork, to approve the extension of the
contract between the City of Jerseyville and Good Energy for the supply of energy for our electric GOOD ENERGY CONTRACT IS
aggregation program. The current rate is $.059/kwh and the proposed rate is $.0057/kwh as of 2018- EXTENDED
June 2019, the second step being $.05596/kwh as of June 2019 thru Dec 2020. Roll call vote showed
all ayes, no nays, motion carried.
A motion was made by Comm. Perdun, seconded by Comm. Stork, to go into closed session to discuss CLOSED SESSION-LITIGATION
litigation and personnel. Roll call vote showed all ayes, no nays, motion carried. Open session RESUME OPEN SESSION
resumed and a motion was made by Comm. Perdun, seconded by Comm. Stork, to approve the
LITIGATION SETTLEMENT IS
acceptance of the ligation settlement of the case with W.C. Media. Roll call vote showed all ayes, no APPROVED
nays, motion carried.
A motion was made by Comm. Goetten, seconded by Comm. Pohlman, to adjourn the meeting. Roll ADJOURNMENT
call vote showed all ayes, no nays, motion carried. The meeting adjourned at 6:35 p.m.
