NOVEMBER 21, 2017 The Jerseyville City Council met in regular session on Tuesday, November 21, 2017, at 6:00 p.m. at the Jerseyville City Hall. ROLL CALL: Present were Commissioners Steve Pohlman, Gary Goetten, Kevin Stork, Richard Perdun and Mayor Bill Russell. Also present was City Attorney, Bill Strang. Comm. Pohlman led the opening prayer and the Pledge of Allegiance was recited. A motion was made by Comm. Perdun, and seconded by Comm. Stork, to approve the minutes of the last regular meeting on November 7, 2017, Roll call vote showed all ayes, no nays, motion carried. A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the bills as presented which totaled $1,051,016.46. Comm. Stork commented that a large amount of the bills was the payment on the Sewer Bonds of $772,078.13. Roll call vote showed all ayes, no nays; motion carried. A motion was made by Comm. Stork, seconded by Comm. Perdun, to approve the Estimation of the COUNCIL APPROVES THE 2018 Tax Levy. Roll call vote showed all ayes, no nays, motion carried. Comm. Stork reported that the ESTIMATION OF TAX LEVY 2018 Levy estimation resulted in a 4.57% increase compared to last year. A motion was made by Comm. Perdun, seconded by Comm. Pohlman, to approve the Min-Max ORD #1710 agreement with the IMLRMA for Liability & Workman Comp Insurance for 2018. The billing would MIN-MAX AGREEMENT WITH amount to $379,331.60 paid in 2 equal payments, December, 2017 and April, 2018. Roll call vote IMRLMA showed all ayes, no nays, motion carried. ORD #1710. A motion was made by Comm. Stork, seconded by Comm. Pohlman, to approve the recommendation of the Planning & Zoning Board to re-zone the property located on Sinclair Drive between Sinclair ORD #1711 Food Markets & Wal-Mart from B-2 to B-2 with a special use for an assisted facility and memory care REZONING SINCLAIR DRIVE B-2 W/SPECIAL USE FOR ASSISTED facility. The petitioner was Dover Development, LLC; owner is Sinclair Food Markets, Inc. Roll call vote FACILITY & MEMORY CAR showed all ayes, no nays, motion carried. ORD #1711. When asked when the decision on the sale of the WWTP and Water Facilities might be announced, the Mayor reported that we are waiting on Scheffel-Boyle report to finish the City Council’s analysis of SCHEFFEL-BOYLE REPORT WILL all the information before making a final decision. Mayor Russell invited the entire community to ASSIST COUNCIL IN DECISION RE attend and enjoy the festivities at the Downtown Country Christmas on November 25, 2017. At that WWTP & WATER FACILITY time, a motion was made by Comm. Pohlman, seconded by Comm. Perdun, to go into closed session DOWNTOWN COUNTRY to discuss personnel. Roll call vote showed all ayes, no nays, motion carried. Open session resumed CHRISTMAS NOV 25, 2017 and a motion was made by Comm. Perdun, seconded by Comm. Goetten, to adjourn the meeting. CLOSED SESSION-PERSONNEL Roll call vote showed all ayes, no nays, motion carried. OPEN SESSION & ADJOURN
