JESSUP BOROUGH COUNCIL REGULAR MEETING MINUTES December 3, 2025, at 7:00 PM The regular monthly meeting of Jessup Borough Council was held on Wednesday, December 3, 2025, at 7:00 p.m. in the Jessup Borough Building, 395 Lane Street, Jessup, PA 18434. The following business was transacted. Pledge of allegiance to the flag was given. Call to Order: Meeting was called to order at 7:00 p.m. by Council President, Roberta Galati Roll Call: Present 5 Absent 2 Gregg Betti Tom Fiorelli Curt Camoni Roberta Galati Jerry Crinella Joe Mellado - absent Jeffrey Castellani - absent Consent Agenda: Approve the Minutes of the Regular Meeting on November 5, 2025 Approve the Secretary Report. Approve the November Payroll in the amount of $61,022.17 Approve the monthly payments from the capital improvements fund: $317.00 Approve monthly payments from the general fund in the amount of $136,444.11 Motion was made by Jerry Crinella second by Gregg Betti to approve the consent agenda. Tom Fiorelli abstained. Aye carried. (4-1-0) Reports: Mayor Buckshon thanked Coleen, Jennifer, DPW and Police for all they do for the Borough. The tree lighting was spectacular. Robert Mycko was honored with a proclamation for his song “Christmas Lights on Church Street”. Planning Commission Chairperson, Brittani Barscheski announced the Planning Commission will continue to meet the third Wednesday of each month in 2026, but the time will be 6:30 p.m. Zoning Hearing Board Chairperson, Jeff Smith had nothing to report other than there will be another zoning hearing scheduled soon. Controller Benjamin Cardoni gave an overview of the Borough financials for the month. Police Chief Derek Fozard appreciated the job DPW did during yesterday’s storm. They made it easier to travel throughout the Borough. He announced all three (3) new police vehicles are in service. Father Kennedy performed a blessing ceremony. Borough Manager Coleen Watt announced there will be a TASA presentation December 10, 2025, where Jessup Borough will be looking for phase 2 of the Hill Street Sidewalk Project. She met with the new Building Inspector/Zoning Officer to review the processes for building and zoning moving forward. Gregg Betti announced the Hometown Hero banners will be returned on Saturday, December 13, 2025. There is currently a calendar fundraiser going on for Jessup’s 150 th Birthday. Calendars are $10.00 and money will go towards the parade, social and July 5 th celebrations. Public Comment: Mark Cordelli gave an overview of events happening throughout Lackawanna County for the month. New Business: A. Motion to advertise the 2026 budget. Motion was made by Gregg Betti second by Jerry Crinella. Aye carried. (5-0) B. Motion to align the Borough Manager and Assistant Borough Manager’s holidays with DPW and Clerical. Additional holidays would include Easter Monday, Christmas Eve and New Years Eve. Motion was made by Curt Camoni second by Gregg Betti. Aye carried. (5-0) C. Motion to adopt Resolution 20 of 2025 – Intergovernmental Agreement and memorandum of understanding on public safety technology systems between Lackawanna County and Jessup Borough. Motion was made by Gregg Betti second by Curt Camoni. Aye carried. (5-0) D. Discuss the bank. A motion was made by Curt Camoni second by Gregg Betti to amend the agenda to put out an RFP to sell the bank. Motion failed. Nay carried. (2-3) E. Motion to pay Memorial Highway Chevrolet $1,293.72 for damage to the grill of a pickup truck caused by DPW. Motion was made by Jerry Crinella second by Gregg Betti. Aye carried. (5-0) F. Motion to approve 2026 Jessup Council meeting dates and advertise the same. Motion was made by Jerry Crinella second by Gregg Betti. Aye carried. (5-0) G. Motion to approve a proposal from vialytics for evaluating Borough infrastructure and assets. Cost $4,363.00. Aye carried. (5-0) H. Motion to adopt Resolution 21 of 2025 applying for a statewide LSA Grant for Hill Street in the amount of $996,135.00. Aye carried. (5-0) I. Motion to sell a 2017 Ford Explorer on municibid. Motion was made by Gregg Betti second by Tom Fiorelli. Aye carried. (5-0) J. Motion to amend the agenda to form a committee to discuss the sale of the bank with the Wright Center. Motion was made by Jerry Crinella second by Curt Camoni. Aye carried. (5-0) K. Motion to form a committee to discuss the sale of the bank with the Wright Center. Committee will be Tom, Gregg and Jerry. Motion was made by Curt Camoni second by Roberta Galati. Aye carried.
