Regular Meeting: THURS, 11 SEPT 2025, 6:30PM
In person at Johnson Municipal Bldg.

Present: Charles Gallanter, Paul Warden, Kylie Hill, Linda Edwards, Rob Rodriguez, and Hesse
Whitworth.
Absent: Sam Jasperson and Mike Mignon.

6:45 Acceptance of resignation of Paul Warden as chair.
6:48 Linda Edwards, temporary chair, resigned to allow election of new chair.
6:55 Jesse Whitworth elected as new chair.
7:05 Charles Galkanter elected as second chair.
7:17 The board will contact LCPC about applying for a municipal planning grant.
7:30 Notices will be placed in the News and Citizen, Front Porch Forum, and the town web page,
looking for new members.
7:45 Approval of July 10, 2025 minutes.

- Municipal Planning Grant (Fall 2025) with LCPC for FHB & FBC revisions.
- Coordinate with LCPC re Johnson Visioning
- Coordinate with VCRD re Legion Field Public Hearing
- Draft plan for smaller FEMA buyout green spaces (involve Lamoille County Conservation District –
Peter Danforth?)
- Explore new state Downtown Designation program – contact LCPC for details and action pplan as
needed
- Housing – contact LCPC to see what their state mandate is, how their actions may affect Johnson,
what we can proactively do in the absence of zoning. Review JPC survey results re what type of
housing Johnson residents indicated is needed most.
- Form Based Code
- Recruit new members – 2 vacancies. Have Tom advertise these.
- Decide how to record minutes – assign, rotate, or whether to ask Donna
