JOHNSON SELECTBOARD MEETING MINUTES JOHNSON MUNICIPAL BUILDING TUESDAY, NOVEMBER 24, 2024 Present: Selectboard members: Mike Dunham, Peter Hammond, Adrienne Parker, Eben Patch, Paul Warden Others: Rosemary Audibert, Seth Jensen Note: All votes taken are unanimous unless otherwise noted. 1. Call to Order Eben called the meeting to order at 6:03. 2. Consider Additions or Adjustments It was agreed to add an item to the agenda – reviewing the bids for the Holmes Meadow project. 3. Public Comment No members of the public were present. 4. Interview for Town Administrator Mike moved to enter executive session under 1 V.S.A § 313(a)(3) for interviews for the Town Administrator position, inviting Rosemary to remain, Peter seconded and the motion was passed at 6:04. The board consented out of executive session at 8:26 with no action taken. 5. Review Bids for Holmes Meadow Project Eben said the Lamoille County Planning Commission and SLR reviewed the bids and recommend using the low bidder, Boulder Construction. Seth Jensen of LCPC said SLR did reference checks. He explained that the total cost of the project will depend on whether or not the Agency of Natural Resources loosens the soil management requirements. Seth said he understands that there were some discussions about the materials being removed from the town gravel pit as part of this project. That is necessary to make room for the soils coming out of Holmes Meadow. It is an eligible cost. It was discussed that it could be more efficient for the contractor to process the raw material so it could be used by the town. The town could pursue that, but it is outside the scope of the grant. The town can negotiate that with the contractor, but cost of rental of the equipment would not be a project cost. Paul moved to award the contract for the Holmes Meadow project to Boulder Construction in the amount of $453,509, Peter seconded and the motion was passed. Seth said he will send the contract for signatures. It will be the standard one the town has used for other contracts, with standard state revisions. 6. Adjourn The meeting was adjourned at 8:33.
